Regarding this matter, LawNet would like to answer as follows:
On January 16, 2024, the Ministry of Culture, Sports and Tourism issued Decision No. 127/QD-BVHTTDL on the plan for the development of the draft Law amending and supplementing certain provisions of the Law on Advertising.
The plan aims to study and form a draft law amending certain provisions of the Law on Advertising in order to address limitations and shortcomings in the current regulations, remove obstacles in implementation, and enhance the effectiveness and efficiency of state management in advertising activities.
The content of the work and the implementation schedule of the plan are outlined by the Ministry of Culture, Sports, and Tourism as follows:

In terms of assignment of tasks for the implementation of the Plan:
(1) Department of Local Culture:
- Take the lead and coordinate with relevant agencies and units to organize and implement the tasks of the project amending and supplementing certain provisions of the Law on Advertising according to the Plan; ensure compliance with legal regulations, adhere to the schedule, and achieve quality and effectiveness.
- Proactively propose and organize the implementation of necessary contents for the construction of the draft Law.
- Implement and carry out other related tasks.
(2) Department of Planning and Finance:
- Provide advice on funding sources and appraise budgets for the units assigned to implement the tasks.
- Implement and carry out other related tasks.
(3) Department of Legal Affairs:
- Coordinate with the Department of Local Culture in the process of drafting the project amending and supplementing certain provisions of the Law on Advertising in accordance with current regulations.
- Coordinate the review of the existing legal system and relevant policies as a basis for the construction of the draft Law.
- Implement and carry out other related tasks.
(4) Media agencies under the Ministry:
- Disseminate the content of the project amending and supplementing certain provisions of the Law on Advertising.
- Publish the draft Law amending and supplementing certain provisions of the Advertising Law on the Ministry's electronic portal to gather public opinions, summarize the feedback of the people, and submit it to the Department of Local Culture to complete the dossier and report to the Ministry's leadership.
