Plan for Analyzing Dredged Material Samples Includes What Content?

This content is mentioned in Circular 28/2019/TT-BTNMT issued by the Minister of Natural Resources and Environment, which prescribes technical regulations for assessing dredged material and identifying areas for disposing of dredged material in Vietnamese waters.

In Article 9 of the Circular 28/2019/TT-BTNMT, the regulation on the dredged material sampling analysis plan in the Vietnamese marine area includes the following main contents:

- Determining the level of quality assurance for all work of sampling, storing, and analyzing samples in accordance with the analytical methods used;

- Contents related to sample preservation conditions, sample splitting methods, sample mixing, sample volume, and corresponding laboratory equipment based on the selection of the analytical method;

- Specific quality assurance programs and the required contents to be reflected in the sample analysis report;

- Estimated time, progress, and other requirements related to the implementation of the sample analysis plan.

In the case of requiring biological analysis and testing related to dredged materials, a separate quality assurance and quality control program will be applied with the following main contents:

- Parameters to be analyzed or monitored and the level of statistical assurance required;- Standardized and published operational procedures for analysis and testing;- Conditions for conducting testing, including temperature, pH, DO, salinity, hardness, and other parameters regarding seawater quality or sediment quality;- Observing positive reactions of organisms to pollutants in the test tank to determine abnormal reactions of species when exposed to pollutants; observing negative reactions of organisms to pollutants (organisms in normal state not exposed when contacting pollutants in dredged materials);- Control charts to record the time, pollutant concentration when abnormal reactions of organisms occur.
