Circular 42/2015/TT-BYT of the Ministry of Health guiding the functions, tasks, powers and organizational structure of Forensic Centers of provinces and centrally run cities will take effect on January 5, 2016.

The organizational structure of the Provincial Forensic Center, according to Decree 42/2015/TT-BYT, is as follows:

1. Departments:

- Organization - Administration - Management Department

- Planning - Finance Department

2. Specialized departments:

- Forensic Examination Department

- Pathology Department

- Laboratory - Imaging Diagnosis Department

Based on the local situation, the Director of the Center may propose to the Director of the Department of Health to consider the establishment of additional departments and rooms such as the DNA Testing Department, Forensic Chemistry Department, or other necessary departments and rooms when needed and meeting the conditions as regulated by the law.

3. The functions and tasks of the departments and specialized departments of the Provincial Forensic Center are determined by the Director of the Center according to the guidelines attached to this Decree.

Note: According to Article 7 of Decree 42/2015/TT-BYT, the Provincial Forensic Center has a Director and no more than 02 Deputy Directors. The Director, Deputy Director in charge of examination expertise must be forensic experts. The Director of the Provincial Forensic Center is responsible to the Director of the Department of Health and the law for all activities of the Center; the Deputy Director of the Provincial Forensic Center is responsible to the Director of the Center and the law for assigned tasks.

The appointment and dismissal of the Director and Deputy Directors of the Provincial Forensic Center are carried out in accordance with the provisions of the law and the decentralization of the management of officials and public employees by the People's Committee at the provincial level.

In addition, Article 9 of Decree 42/2015/TT-BYT also regulates professional titles, the number of employees, and the staffing structure based on professional titles of the Provincial Forensic Center, which is determined based on the Employment Position Plan or the Adjustment Plan of the Center's employment positions, which are approved and reviewed by the competent state agency according to the provisions of the law.
