Fishery vessel inspection and fishery surveillance vessel inspection are technical management activities for fishery vessels and fishery surveillance vessels. These activities include appraising design dossiers and performing technical safety supervision during new construction, conversion, annual inspections, dock inspections, periodic inspections, irregular inspections, and repair and restoration of fishery vessels and fishery surveillance vessels, aiming to ensure technical safety for the vessels operating under specific conditions.

Circular No. 23/2018/TT-BNNPTNT stipulates the order and procedures for issuing the Certificate of Eligibility for Fishing Vessel Registration Facilities as follows:
1. The dossier includes:
- Request for issuance of Certificate of Eligibility for Fishing Vessel Registration Facilities according to Form No. 01.CN Appendix III issued with this Circular;- List of physical facilities and technical equipment;- List of fishing vessel inspectors;- A copy of the Certificate of application of the quality management system according to ISO 9001 standards (for type I and type II fishing vessel registration facilities); the original technical inspection and supervision process for fishing vessels established by the fishing vessel registration facility (for type III fishing vessel registration facilities).
2. Order of execution:
- Organizations or individuals submit 01 set of documents directly to the Directorate of Fisheries or send via postal services or via electronic means (national single window portal, online public services, electronic software, email, fax) if available;- In case of direct submission: The Directorate of Fisheries checks the components of the dossier and responds immediately when the organization or individual comes to submit the dossier;- In case of submission via postal services or electronic means: Within no more than 02 working days, the Directorate of Fisheries reviews the completeness, if the dossier is insufficient according to regulations, the Directorate of Fisheries will issue a written notice for the organization or individual to supplement;- Within 20 days from the date of receipt of the complete dossier as per regulations, the Directorate of Fisheries completes the on-site inspection at the facility, content, and inspection record according to Form No. 02.CN Appendix III issued with this Circular;- Within 10 working days from the completion date of the inspection, if the inspection results meet the requirements, the Directorate of Fisheries issues the Certificate of Eligibility for Fishing Vessel Registration Facilities according to Form No. 03.CN Appendix III issued with this Circular and provides the technical seal, the fishing vessel registration documents. The sample of the technical seal, fishing vessel registration documents, and usage principles according to Form No. 04.CN Appendix III issued with this Circular. In case of not issuing the Certificate of Eligibility for Fishing Vessel Registration Facilities, the Directorate of Fisheries responds in writing and clearly states the reasons;- The Directorate of Fisheries returns the results directly at the place of receipt of the dossier or sends via postal services.
3. Authority to issue:
The Directorate of Fisheries issues the Certificate of Eligibility for Fishing Vessel Registration Facilities.
