Operating conditions for Red Cross First Aid Stations in Vietnam

This is an important provision stipulated in Circular 17/2014/TT-BYT Regulation on the issuance of operation permits for Red Cross first aid stations and points, and the training of Red Cross first aid in Vietnam, issued on June 02, 2014.

According to Article 3 of Circular 17/2014/TT-BYT, the conditions for the operation of Red Cross first aid stations in Vietnam are stipulated as follows:

- Regarding infrastructure:

- There must be a fixed location, with a first aid room having a minimum area of 10 m²;

- Ensure conditions regarding environmental hygiene, waste management, fire prevention, and control according to legal provisions;

- Adequate electricity and water supply for first aid purposes;

- Display of signage, symbols, and the Red Cross flag;

- Have a regularly-used contact phone number;

- Have notebooks, first aid records according to the general form of the Red Cross Society, and all records must be stored at the Red Cross first aid station.

- Regarding first aid equipment:

- A set of splints for fracture immobilization;

- Cotton, bandages, tourniquets, gauze, antiseptic alcohol;

- First aid kit;

- Cabinet for first aid tools;

- Stretcher;

- Ambulance (if available).

- Regarding personnel:

There must be at least 03 level II volunteers working at the station, including 01 full-time dedicated volunteer.

- Regarding the scope of professional activities:

- Permitted to perform first aid techniques listed in Appendix No. 1 issued together with this Circular;

- Not allowed to use drugs in Red Cross first aid.

- Regarding the location of Red Cross first aid stations:

Red Cross first aid stations must be located at places with convenient traffic, where accidents frequently occur to promptly carry out first aid activities when accidents happen.

More details can be found in Circular 17/2014/TT-BYT, which comes into effect in Vietnam from January 1, 2015.
