Observations on Supervising the Recollection of Unsold Lottery Tickets

Recently, the Ministry of Finance issued Circular 76/2013/TT-BTC providing guidelines on the establishment, duties, powers, and operating mechanism of the Lottery Supervisory Council.

According to the provisions at Article 11 of Circular 76/2013/TT-BTC, based on the actual business conditions, in necessary cases, the Lottery Company proposes to the Lottery Supervisory Board to approve the following matters to organize the supervision of the recovery, counting, nullification, and sealing of unsold lottery tickets, stubs, or part of the manual lotto tickets recovered in certain areas:

- Establish Lottery Supervisory Committees in certain areas at the district and district-level town levels. The tasks of the Lottery Supervisory Committees in certain areas at the district and district-level town levels are stipulated by the Chairman of the Lottery Supervisory Board in the Regulations on the operation of the Lottery Supervisory Board.- Delegate other Provincial and Centrally-run Municipal Lottery Companies to recover, count, nullify, and seal tickets that have not been sold before the time of the draw outside the province or city before transporting the tickets back to the headquarters for recounting, ensuring the following principles:

- The recovery, counting, nullification, and sealing of tickets that have not been sold before the time of the draw must be carried out according to the correct procedures specified in the ticket recovery regulations of the Lottery Company and according to the legal regulations on lottery business;- Clearly define the responsibilities and powers of the parties involved in the process of recovering, counting, nullifying, and sealing unsold lottery tickets before the time of the draw.
