Recently, the Ministry of Labor, War Invalids, and Social Affairs has agreed to issue Circular 03/2013/TT-BLDTBXH regulating the work of protecting state secrets within the Labor, War Invalids, and Social Affairs sector.
The seal templates and the use of classified seals for state secret-bearing documents in the field of Labor - Invalids and Social Affairs must comply with regulations in Circular 03/2013/TT-BLDTBXH, specifically as follows:

- Documents and materials bearing state secrets, depending on the level of secrecy, must be stamped with the respective classified seals: Top Secret, Secret, Confidential. The templates of classified seals are regulated by the Ministry of Public Security.- Offices of the Ministry of Labor - Invalids and Social Affairs, the Departments of Labor - Invalids and Social Affairs, and the Divisions of Labor - Invalids and Social Affairs are responsible for managing the classified seals, reviewing the procedures for stamping classified seals, and retracting seals on documents according to the conformable laws on protecting state secrets and laws on clerical work and archives.- The ink used for the classified stamps shall be bright red ink. The classified stamp is affixed below the document's code number; the retraction stamp is affixed at the top right corner of the document.
Additionally, the new Circular 03 also provides regulations on the dissemination and study of information within the scope of state secrets in the field of Labor - Invalids and Social Affairs according to the following principles:
- To the right subjects and scope needing dissemination;- Organized in secret places, ensuring safety;- Recording, audio recording, and video recording are only permitted with the approval of the head of the agency or organization directly managing those secrets. Audio and video tapes must be managed and protected like original documents.
It should be noted that state secret documents are only disseminated within the scope of responsible individuals who need to know.
