New Regulations on Declaration on the Customs Declaration Form

This is noteworthy content stipulated in Circular No. 120/2015/TT-BTC which prescribes the form, policies for issuance, management, and use of customs declarations for people exiting and entering the country.

Declaration in the Customs Declaration Form is regulated as follows:

Persons exiting or entering the country are required to fill in the Customs Declaration Form when departing or entering if they belong to the following categories:

- Having checked luggage before or after the trip;- Having goods temporarily imported for re-export or temporarily exported for re-import;- Having goods subject to taxation: alcohol over 22 degrees exceeding 1.5 liters or alcohol under 22 degrees exceeding 2 liters or alcoholic beverages, beer exceeding 3 liters; cigarettes exceeding 200 sticks; cigars exceeding 100 sticks; loose tobacco exceeding 500 grams; other items with a total value exceeding 10,000,000 VND;- Carrying foreign currency in cash, Vietnamese dong in cash, precious metals, gemstones, negotiable instruments, exporting gold, importing gold must declare to customs as stipulated in Circular 35/2013/TT-NHNN and Circular 11/2014/TT-NHNN, specifically:- Carrying foreign currency valued over 5,000 USD or foreign currencies of equivalent value or carrying over 15,000,000 VND;- Carrying promissory notes, checks, or precious metals (silver, platinum and alloys containing silver, platinum), gemstones (diamonds, rubies, sapphires, emeralds) valued from 300 million VND or more;- Carrying jewelry, fine gold of 300 grams or more;- Persons entering the country who need customs confirmation for foreign currency in cash valued at or below 5,000 USD (or equivalent foreign currency).

Persons exiting or entering the country shall fill in the Customs Declaration Form according to page 4 of the Customs Declaration Form and Appendix No. 04 issued together with Circular 120/2015/TT-BTC; fully fill in information in the boxes on pages 02 and 03 of the Customs Declaration Form before proceeding with procedures with Customs authorities at the border gate per each departure or entry and are responsible under the law for their declarations; write clearly, not allowed to erase or correct; do not use pencil or red ink to declare.
