New regulations on criteria for evaluating and recognizing

New regulations on criteria for evaluating and recognizing "Learning Units" at the provincial level in Vietnam (Internet image) 

Regarding this issue, LawNet would like to answer as follows:

On December 11, 2023, the Minister of Education and Training issued Circular 24/2023/TT-BGDDT regulating the evaluation and recognition of "Learning Units" at district and provincial levels.

New regulations on criteria for evaluating and recognizing "Learning Units" at the provincial level in Vietnam

Specifically, provincial-level "Learning Units" at different levels will have different evaluation and recognition criteria, as follows:

(1) Criteria for evaluating and recognizing "Learning units" at the provincial level at level 1

1. Criterion 1: Regarding conditions for building a "Learning unit"

The content of the criteria is as prescribed in Clause 1, Article 6 of Circular 24/2023/TT-BGDDT.

2. Criterion 2: Regarding the learning results of members of the unit, the content of criteria is as prescribed in Clause 2, Article 6 of this Circular.

3. Criterion 3: Effects of building a "Learning unit"

- Target 1: At least 90% of members in the unit achieve the title "Learning Citizen" according to Decision 324/QD-KHVN. For provincial-level units, educational establishments evaluate and recognize at the provincial level at least 95% of learners achieving the title of "Learning Citizen" according to Decision 324/QD-KHVN.

- Target 2: Provincial units carry out activities to create a learning environment and share knowledge with other units.

- Target 3: Provincial-level units achieve the emulation title of "Advanced Labor Collective" (according to the Law on Emulation and Commendation 2022) or higher.

- Target 4: Provincial-level units are high schools, high schools with many levels of education, with the highest level being high school, and continuing education centers that reach the unit's digital transformation level at the "basic response level" according to Decision 4725/QD-BGDDT in 2022 of the Minister of Education and Training.

- Target 5: Provincial-level units are higher education institutions that achieve the unit's digital transformation level at the "basic response level" according to Decision 4740/QD-BGDDT 2022 of the Minister of Education and Training.

- Target 6: Provincial-level units are vocational education institutions that have achieved vocational education quality accreditation according to current regulations.

(2) Criteria for evaluating and recognizing "Learning Units" at the provincial level at level 2

1. Criterion 1: Regarding conditions for building a "Learning unit"

The content of criteria is as prescribed in Clause 1, Article 6 of Circular 24/2023/TT-BGDDT.

2. Criterion 2: Regarding the learning results of members of the unit

The content of criteria is as prescribed in Clause 2, Article 7 of Circular 24/2023/TT-BGDDT.

3. Criterion 3: Effects of building a "Learning unit"

- Target 1: At least 95% of members in the unit achieve the title "Learning Citizen" according to Decision 324/QD-KHVN. For provincial-level units that are educational establishments, evaluate and recognize at the provincial level at least 97% of learners achieving the title of "Learning Citizen" according to Decision 324/QD-KHVN.

- Target 2: Provincial units carry out activities to create a learning environment and share knowledge with other units.

- Target 3: Provincial-level units achieve emulation titles from "Advanced Labor Collective" (according to the Law on Emulation and Commendation 2022) or higher.

- Target 4: Provincial-level units are high schools, high schools with many levels of education, with the highest level being high school, and continuing education centers that reach the unit's digital transformation level at a "good response level" according to Decision 4725/QD-BGDDT in 2022 of the Minister of Education and Training.

- Target 5: Provincial-level units are higher education institutions that achieve the unit's digital transformation level at a "good response level" according to Decision 4740/QD-BGDDT in 2022 of the Minister of Education and Training.

- Target 6: Provincial-level units are vocational education establishments that have achieved vocational education quality accreditation according to current regulations.

More details can be found in  Circular 24/2023/TT-BGDDT taking effect on January 26, 2024 and replacing Circular 22/2020/TT-BGDDT.
