New regulations on conditions for recognition of secondary school graduation from the 2024–2025 school year in Vietnam (Internet image)
Regarding this issue, LawNet would like to answer as follows:
On December 29, 2023, the Minister of Education and Training issued Circular 31/2023/TT-BGDDT on Regulations on recognition of secondary school graduation in Vietnam.
From the 2024–2025 school year, students will be recognized as graduating from secondary school if they meet the following conditions:
(1) Not more than 21 years old (in years) for students who have completed the general education program at the lower secondary level; 15 years old or older (in years) for students who have completed the secondary school continuing education program.
In the event that students return home from abroad, study beyond the grade level, or study at an age higher than the prescribed age, they must comply with the age regulations according to the educational level of the Ministry of Education and Training.
(2) Have completed the general education program at the lower secondary level or the continuing education program at the lower secondary level.
(3) Have complete documents as prescribed in Article 6 of the Regulations on recognition of secondary school graduation (issued together with Circular 31/2023/TT-BGDDT).
(i) For students completing 9th grade at an educational institution in the year of graduation recognition, the application for graduation recognition is the student's academic record, specifically:
(ii) For students not subject to the regulations in (ii), application documents for graduation recognition include:
- Application for graduation recognition consideration;
- Valid copy of birth certificate or citizen identification card or identification card;
- Original student transcript or printed electronic transcript certified by the educational institution where the student completed 9th grade.
In the event that a student has lost the original transcript or does not have a printed copy of the electronic transcript, there must be confirmation of training results and grade 9 learning results from the educational institution where the student completed grade 9.
Procedure for recognition of secondary school graduation from the 2024–2025 school year
Specifically, Article 8 of the Regulation on recognition of secondary school graduation (issued together with Circular 31/2023/TT-BGDDT) stipulates the process of recognition of secondary school graduation from the 2024–2025 school year as follows. :
- Educational institutions develop plans for graduation recognition; publicly announce the plan for graduation recognition, including specific instructions on the time and form of sending graduation recognition applications to students specified in Clause 2, Article 6 of this Regulation, at least 30 days before the graduation recognition date; and receive and prepare dossiers for graduation recognition according to the provisions of Article 6 of this Regulation to hand over to the Council.
- Students falling within the subjects specified in Clause 2, Article 6 of these Regulations submit applications for graduation recognition according to the provisions of Clause 2, Article 6 of this Regulation to an educational institution that organizes graduation recognition according to the instructions of the educational institution.
- Based on the application for graduation recognition, the Council organizes graduation recognition for students; Prepare a record of graduation recognition and a list of students recommended for graduation recognition. The minutes requesting recognition of graduation must have the full names and signatures of the Council members.
- The Council sends a dossier requesting recognition of graduation to the educational institution and submits it to the Head of the Department of Education and Training for approval. The dossier includes:
+ Application for graduation recognition;
+ Minutes and a list of students recommended for graduation recognition.
- The Head of the Department of Education and Training makes a decision to recognize graduation for students at the request of the educational institution.

Circular 31/2023/TT-BGDDT replaces Decision 11/2006/QD-BGD&DT dated April 5, 2006 of the Minister of Education and Training promulgating the Regulations on recognition of secondary school graduation.
