The Ministry of Education and Training of Vietnam has just issued Circular 05/2018/TT-BGDDT amending and supplementing the Regulations on Enrollment for Lower Secondary and Upper Secondary Schools, effective from April 15, 2018.
Regarding the organization of lower secondary school admissions, according to current regulations in Circular 11/2014/TT-BGDDT, the admission to lower secondary school in Vietnam is based on the selection method. Furthermore, Circular 05/2018/TT-BGDDT revises as follows: Admission to lower secondary school is based on the selection method. In cases where educational institutions have more students registering for grade 6 than the admission quota, the Department of Education and Training of Vietnam shall guide the implementation of the admission plan based on the selection method or a combination of selection with testing and assessment of students' abilities.
Circular 05 also clearly states: Annually, organize one admission session for lower secondary and upper secondary schools; the admission to lower secondary and upper secondary schools ensures accuracy, fairness, objectivity, and fulfills the task of universalizing lower secondary education in the area.
Regarding the regulation of direct admission to upper secondary schools, according to the current regulation in Circular 11/2014/TT-BGDDT, direct admission is given to students who have won national awards or higher in culture; performing arts; physical education and sports; and science-technical competitions for secondary school students.
In this regard, Circular 05/2018/TT-BGDDT provides a more detailed amendment: Direct admission to upper secondary schools for “Students who have won national and international awards in culture; performing arts; physical education and sports; national science and engineering competitions for lower secondary and upper secondary students.”
Additionally, Circular 05 also specifies: The Department of Education and Training shall set additional points for each group of beneficiaries entitled to priority points with a difference of 0.5 points between two consecutive prioritized groups, calculated on a 10-point scale.
Circular 05/2018/TT-BGDDT is effective from April 15, 2018. Educational and training institutions with regulations on reward points for secondary school students shall continue to apply them for the 2018-2019 academic year.
