On February 28, 2018, the Ministry of Education and Training promulgated Circular 05/2018/TT-BGDDT amending and supplementing Clause 1 Article 2, Clause 2 Article 4, point d Clause 1 and the first paragraph of Clause 2 Article 7 of the Regulations on lower secondary school enrollment and upper secondary school enrollment issued together with Circular 11/2014/TT-BGDDT.
Circular 05 amending and supplementing a number of regulations on the junior high school and high school entrance exam regulations as follows:
1. Principles of enrollment and enrollment age:
- Annually, organize a single admission intake for junior high schools and high schools; admissions to junior high schools and high schools must be accurate, fair, objective, and ensure the mission of universal secondary education in the area.
2. On the organization of junior high school enrollment
- Junior high school enrollment is based on assessment. In cases where the educational institution has a higher number of students registering to enroll in grade 6 than the enrollment quota, the Department of Education and Training will guide the implementation of admission plans based on assessment or a combination of assessment and testing, and student competency evaluation.
3. Abolish incentive policies in high school entrance exams
4. Amend and supplement the subjects eligible for direct admission to high schools
- Students who achieve national and international prizes in culture; arts; sports; the national-level science and technology competitions for junior high and high school students.
5. Specific regulations on additional points for priority groups in high school entrance exams
- The Department of Education and Training shall stipulate the additional points for each group of subjects eligible for priority points, with a point difference of 0.5 points between the two consecutive priority groups, calculated on a 10-point scale.
