MOST responsibility in managing the Program for Socio-Economic Support in Rural Areas

According to Article 10 of Circular 07/2016/TT-BKHCN, it is stipulated that the responsibility of the Ministry of Science and Technology in managing the program for supporting the application and transfer of scientific and technological advancements to promote rural socio-economic development in remote and ethnic minority areas from 2016 – 2025 is as follows:

- Organize the implementation of the Program as assigned by the Prime Minister of the Government of Vietnam in Decision No. 1747/QD-TTg with the following specific tasks:- Organize the identification and approval of the list of projects in accordance with the objectives and content of the Program; identify project groups managed by the central government and those authorized for local management;- Organize direct assignment of projects managed by the central government; approve content, budget, leading organization, supporting technology application organization, and implementation time for projects managed by the central government and regular tasks of the Program;- Approve the support budget from the central science and technology budget for projects authorized for local management;- Consolidate the Program's budget estimate to balance in the total annual science and technology expenditure estimate; assign the general budget estimate of the Program's activities and the budget estimate for implementing projects managed by the central government to the fund management unit; cooperate with the Ministry of Finance to balance target support funds from the central science and technology budget for projects authorized for local management;- Lead inspections of central government-managed tasks and decide on adjustments during the implementation; cooperate with provincial, city People's Committees to inspect the implementation of projects authorized for local management;- Approve procurement plans for materials and equipment purchased with funds from the central science and technology budget for centrally managed projects according to current regulations;- Audit the financial statements of projects managed by the central government under the Program and the general operational budget of the Program;- Organize evaluation and acceptance, approve implementation results, and handle assets of centrally managed projects;- Organize annual result assessments, mid-term reviews after 5 years, and overall program summaries.

Note, the assignment of the leading or cooperative implementation responsibilities for the tasks mentioned above to the Task Management Unit, Fund Management Unit, and other relevant units shall follow the regulations of the Ministry of Science and Technology.
