Members of the National University Council: Who Are They?

According to Decree No. 186/2013/ND-CP, the members of the National University Council include the following individuals:

- Director, Deputy Directors; Secretary of the Communist Party Committee, Chairman of the Trade Union, Secretary of the Ho Chi Minh Communist Youth Union of the National University; Rectors of the member universities; Directors of the member research institutes.- Representatives of state management agencies; some members active in the fields of education, science, technology, production, and business.

Regarding the duties and powers of the National University Council:

- Approving the strategic direction, planning, and developmental plans of the National University;- Resolving on the orientation of training, scientific and technological activities, international cooperation, and assurance of higher education quality of the National University;- Resolving on the organizational structure and development orientation of the National University;- Resolving on the establishment, dissolution, merger, division, and separation of organizations and approving the schemes for establishment, dissolution, merger, division, and separation of organizations of the National University as stipulated by the Law on Higher Education and the Law on Science and Technology;- Supervising the implementation of the resolutions of the National University Council and the implementation of democratic regulations in the activities of the National University.

The term of the National University Council is 5 years and follows the term of the Director of the National University. The National University Council operates on the principle of collective decision-making, with decisions made by majority vote.

Procedures for establishment, number and structure of members; duties and powers of the National University Council; standards, duties, and powers of the chairman and secretary; appointment and dismissal of the chairman and members of the National University Council are specifically stipulated in the organizational and operational regulations of the National University and member higher education institutions issued by the Prime Minister of the Government of Vietnam.

The Prime Minister of the Government of Vietnam decides on the appointment and dismissal of the Chairman of the National University Council.
