This is one of the notable regulations in Circular 15/2019/TT-BTTTT issued by the Minister of Information and Communications, providing guidance on the implementation of the Scheme supporting information and propaganda concerning ethnicities and religions.
Circular 15/2019/TT-BTTTT stipulates that localities implementing the Scheme to support information and communication on ethnicity and religion need assignment and cooperation with central agencies to ensure the effective use of state budget and avoid overlapping, specifically:

- Regarding the implementation of the task of training and retraining knowledge, skills, and professional information and communication on ethnicity and religion (Task 1): Localities organize training and retraining classes (using local budget) for the subjects of training and retraining according to the provisions of the Scheme (including funding to ensure the provision of materials for trainees) beyond the scope of subjects trained and retrained by central agencies as stipulated in Clause 3 Article 22 of this Circular;- Regarding the implementation of the task of developing topics, compiling materials for information and communication activities on ethnicity and religion (Task 2) of the Scheme: Localities allocate local budget to create materials for information and communication work according to the specific needs of the localities (outside the content of materials of the Scheme compiled by central agencies);- Regarding the implementation of the task of propagating about ethnicity, the historical traditions of the Vietnamese nation; the values of beliefs and religions in social life; enhancing national unity and religious unity in the cause of building and defending the Fatherland (Task 3) of the Scheme: Localities focus on the topics and tasks of information and communication to achieve the objectives and tasks of the Scheme within the scope and specific requirements of the localities; avoid duplication with products already developed by central agencies. To meet this requirement, when developing a plan to implement the Scheme locally, the agency in charge of advising on the implementation of the Scheme locally needs to cooperate with the Ministry of Information and Communications before submitting the local implementation plan.
For cases where localities need to use products and services of the Scheme implemented by central agencies for further exploitation, localities proactively contact the Ministry of Information and Communications for coordination and support for implementation.
