Latest evaluation criteria for recognizing "Learning Units" at district level in Vietnam (Internet image)
On December 11, 2023, the Minister of Education and Training issued Circular 24/2023/TT-BGDDT regulating the evaluation and recognition of "Learning Units" at district and provincial levels.
* Criterion 1: Regarding conditions for building a "Learning unit"
- Target 1: Issue an annual plan for members of the unit to regularly study, organize, and implement the plan.
- Target 2: Fully implement training and fostering regimes according to current regulations, with unit regulations to encourage and motivate members of the unit to actively study. District-level units are kindergartens, kindergartens, and public preschools that participate in training, foster professional development, and provide support for teachers of public and private preschool education establishments in the area according to regulations.
- Target 3: Arrange enough funding from the annual state budget to carry out training and fostering for members of the unit (for units that are agencies or public service units of the state).
- Target 4: When district-level units deploy digital transformation, members of the unit are equipped with learning tools and equipment to meet the needs of working and studying in the context of digital transformation.
- Target 5: Participate in activities serving lifelong learning for people.
* Criterion 2. Regarding the learning results of members of the unit
- Target 1: At least 90% of members in the unit comply with labor discipline and working regulations in the unit and have a spirit of solidarity, cooperation, sharing, and exchange.
- Target 2: At least 90% of members in the unit fully complete learning and training programs according to regulations of the state or of the unit and union approved by the unit's leadership.
- Target 3: At least 90% of members in the unit are trained, fostered, and participate in implementing digital transformation in the unit.
- Target 4: At least 50% of members in the unit have a certificate or certificate in a foreign language or ethnic minority language that meets the job requirements or job position (excluding members in units that are economic organizations).
- Target 5: At least 90% of members in the unit achieve the title "Advanced Laborer" (according to the Law on Emulation and Commendation 2022) or higher.
* Criterion 3: Effects of building a "Learning unit"
- Target 1: At least 90% of members in the unit achieve the title of "Learning Citizen" according to the set of criteria and guidelines for evaluating and recognizing "Learning Citizen" for the period 2021–2030 (issued in Decision 324/QD-KHVN in 2023). For units that are educational establishments, evaluate and recognize at the district level at least 95% of learners achieving the title of "Learning Citizen" according to Decision 324/QD-KHVN.
- Target 2: District-level units carry out activities to create a learning environment and share knowledge with other units. District-level units are kindergartens, kindergartens, and public preschools that implement them or coordinate to carry out training and fostering to improve professional expertise and support for teachers of public and private preschool education establishments in the area according to regulations.
- Target 3: District-level units achieve the emulation title of "Advanced Labor Collective" (according to the Law on Emulation and Commendation 2022) or higher.
- Target 4: A district-level unit is a general education institution that achieves the unit's digital transformation level at the "basic response level" according to Decision 4725/QD-BGDDT in 2022.
- Target 5: District-level units are vocational education establishments that have achieved vocational education quality accreditation according to current regulations.

* Criterion 1: Regarding conditions for building a "Learning unit"
The content of criteria is as prescribed in Criterion 1 of Section 1.
* Criterion 2: Regarding the learning results of members of the unit
- Target 1: At least 95% of members in the unit comply with labor discipline and working regulations in the unit and have a spirit of solidarity, cooperation, sharing, and exchange.
- Target 2: At least 95% of members in the unit fully complete learning and training programs according to regulations of the state or of the unit and union approved by the unit's leadership.
- Target 3: At least 95% of members in the unit are trained, fostered, and participate in implementing digital transformation in the unit.
- Target 4: At least 70% of members in the unit have foreign language or ethnic minority language proficiency to meet job requirements or employment positions (excluding members in the unit that are economic organizations).
- Target 5: At least 95% of members in the unit achieve the title "Advanced Laborer" (according to the Law on Emulation and Commendation 2022) or higher.
* Criterion 3: Effects of building a "Learning unit"
- Target 1: At least 95% of members in the unit achieve the title "Learning Citizen" according to Decision 324/QD-KHVN. For district-level units, educational establishments evaluate and recognize at the district level at least 97% of learners achieving the title of "Learning Citizen" according to Decision 324/QD-KHVN.
- Target 2: District-level units carry out activities to create a learning environment and share knowledge with other units. District-level units are kindergartens, kindergartens, and public preschools that conduct or coordinate training and fostering to improve professional expertise and support for teachers of public and private preschool education establishments in the area according to regulations.
- Target 3: District-level units are agencies and public service units that achieve the emulation title of "Advanced Labor Collective" (according to the Law on Emulation and Commendation 2022) or higher.
- Target 4: A district-level unit is a general education institution that achieves the unit's digital transformation level at a "good response level" according to Decision 4725/QD-BGDDT in 2022.
- Target 5: District-level units are vocational education establishments that have achieved vocational education quality accreditation according to current regulations.
