Implementation the Program to strengthen control and improve the quality of law bachelor training for the period 2023–2030 in Vietnam (Internet image) 

Regarding this issue, LawNet would like to answer as follows:

On March 7, 2024, the Minister of Education and Training issued Decision 761/QD-BGDDT on Plan to implement Decision 1056/QD-TTg, approving the "Program to strengthen control and improve the quality of law bachelor training for the period 2023-2030" (referred to as Program 1056).

The tasks and solutions assigned to the Ministry of Education and Training and law bachelor training institutions in Program 1056 are determined and specifically assigned as follows:

(1) Tasks implemented by the Ministry of Education and Training

- Develop, promulgate, and implement instructions for implementing the Legal sector training program standards;

- Review and complete regulations on opening and suspending training industry activities;

- Review regulations on determining enrollment quotas;

- Develop, promulgate, and implement guidelines for implementing Higher Education Institution Standards;

- Review and complete regulations on enrollment and training programs in forms of work-study and distance learning;

- Review and complete regulations on quality accreditation of training programs and urge law bachelor training institutions to implement quality accreditation of law bachelor training programs;

- Review and improve regulations on sanctions for administrative violations in the field of education;

- Complete the database on law bachelor training on the Higher Education Management Information System (HEMIS);

- Connect the national database on higher education with the national database on insurance to analyze the employment situation and evaluate output quality for law graduates;

- Organize a preliminary conference to implement Program 1056;

- Organize delegations to inspect the implementation of the Program at law bachelor training establishments; Monitor, urge, and synthesize reports on the implementation of tasks by ministries, branches, People's Committees of centrally-run provinces/cities and law bachelor training establishments;

- Organize inspection teams at law bachelor training establishments;

- Organize a conference to summarize the implementation of Program 1056;

- Communication about Program 1056;

(2) Tasks performed by law bachelor training institutions

- Foster and improve the capacity of law lecturers, focusing on developing a team of lecturers with doctoral degrees domestically and abroad; Strengthen supervision of the implementation of scientific research tasks for law lecturers according to regulations;

- Strengthen internship programs, exchange students and lecturers;

- Innovate and update training programs according to training program standards in the direction of international integration;

- Strengthen the effectiveness of the internal quality assurance system and participate in ranking the legal field and international quality accreditation;

- Strengthen connections between training institutions and employers, businesses, and professional social organizations related to training, scientific research, and the commercialization of research products in the field of law;

- Attract good domestic and foreign experts to participate in teaching and researching the field of law;

- Increase investment in physical facilities for law bachelor training programs;

- Strengthen the organization of training classes and participate in practical professional activities at agencies and organizations practicing law;

Strengthen the connection between law bachelor training institutions and agencies, organizations, and businesses to support students in professional practice and improve students' working capacity;

- Develop a mechanism to encourage law lecturers to actively participate in collaborative teaching and research, providing legal services to contribute to the community;

- Propagate and disseminate to raise awareness about law bachelor training and the contents of Program 1056;

- Organize internal inspection and examination of law bachelor training and the implementation of Program 1056;
