On July 31, 2024, the Minister of Construction issued Decision 733/QD-BXD which includes the implementation plan for Decision 143/QD-TTg dated February 2, 2024, by the Prime Minister of the Government of Vietnam approving the Scheme for "Improving the quality and efficiency of exploitation and use of the legitimately typified Code" at the Ministry of Construction.

In the Plan, the Ministry of Construction requests the continuation of codifying the headings and updating new legal norms into thelegitimately typified Code, as regulated, as follows:

(1) Continue to complete the codification of the headings approved by the Prime Minister of the Government of Vietnam in Decision 1267/QD-TTg dated July 27, 2014 approving the Scheme to build thelegitimately typified Code and Decision 891/QD-TTg dated July 17, 2019 approving the list of headings under each topic and assigning implementation authorities for codification.

- Codify the heading “Urban Planning” under Topic 43. Construction, Housing, Urban*

+ Lead unit: Planning – Architecture Department

+ Coordination unit: Legal Department and relevant units

+ Completion time: December 2024

- Codify the heading “Construction” under Topic 43. Construction, Housing, Urban*

+ Lead unit: Construction Activity Management Department

+ Coordination unit: Legal Department and relevant units

+ Completion time: December 2024

(2) Re-codification of headings or codification of new headings (due to the highest legal document of the heading being replaced or newly issued).

- Codify the heading “Housing” under Topic 43. Construction, Housing, Urban* (2023 Housing Law effective from August 1, 2024, replacing 2014 Housing Law which had been amended and supplemented by Law No. 40/2019/QH14, Law No. 61/2020/QH14, Law No. 62/2020/QH14, Law No. 64/2020/QH14 and Law No. 03/2022/QH15)

+ Lead unit: Department of Housing and Real Estate Market Management

+ Coordination unit: Legal Department and relevant units

+ Completion time: December 2024

- Codify the heading “Real Estate Business” under Topic 43. Construction, Housing, Urban* (2023 Real Estate Business Law effective from August 1, 2024, replacing 2014 Real Estate Business Law which had been amended and supplemented by Law No. 61/2020/QH14)

+ Lead unit: Department of Housing and Real Estate Market Management

+ Coordination unit: Legal Department and relevant units

+ Completion time: December 2024

- Codify other new headings when the highest legal document is issued*

+ Lead unit: Departments, Inspectorate of the Ministry, Office of the Ministry

+ Coordination unit: Legal Department and relevant units

+ Implementation time: Annually

(c) Organize the review and update of newly issued legal norms into the headings (after the Appraisal Council’s conclusion and the Government of Vietnam’s approval of the codification results of the headings) on time, ensuring comprehensive, accurate, and prompt codification results.

- Organize the review and update of newly issued legal norms into the heading “Architecture” under Topic 43. Construction, Housing, Urban*

+ Lead unit: Planning – Architecture Department

+ Coordination unit: Legal Department and other relevant units

+ Completion time: October 2024.

- Organize the review and update of newly issued legal norms under the codification authority of the Ministry of Construction within other headings as regulated*

+ Lead unit: Departments, Inspectorate of the Ministry, Office of the Ministry

+ Coordination unit: Legal Department and relevant units

+ Completion time: October 2024.
