How is the Grading of Entrance Exams for Master's Degree Training Programmes Regulated?

Recently, the Ministry of Education and Training has issued Circular 15/2014/TT-BGDDT regarding the Regulation on Master's Degree Training.

The Regulation on Master's Degree Training issued with Circular 15/2014/TT-BGDDT specifies the examination process for entrance exams for master's degree training. To be specific:

  1. The head of the training institution specifically stipulates the process of developing answer keys, standards for examiners, handling examination results, re-grading requests, and other necessary issues as required by the examination process for entrance exams. There is no rounding of scores in the entrance exams for master's degree training.

  2. The chief of the examination board is responsible for organizing the examination of entrance exams according to the Regulation and lawful regulations of the training institution; promptly reports to the chairman of the entrance examination council about any unusual or unregulated incidents arising during the examination process for instructions on resolution.

  3. The examiner is responsible for implementing the examination regulations; ensuring fairness, objectivity, and adherence to the answer keys; taking responsibility for the examination results; and being subject to disciplinary action if incorrect marking leads to a change in the candidate's admission results.

  4. When necessary, the Minister of Education and Training decides to establish or authorize a training institution or a specialized unit to establish a re-evaluation council for part or all of the entrance exam papers. This council must have at least 3 members, operate on a consensus basis, and have the final authority on the official scores of the exam papers. The organization of dialogues between the re-evaluation council and the examiners, as well as requests for explanations before concluding the scores, is decided by the chairman of the re-evaluation council, based on the recommendations of council members.
