Ho Chi Minh City Department of Education and Training issued Official Dispatch 4203/SGDDT-KHTC dated November 1, 2022, on the collection and use of tuition fees for the 2022–2023 school year of educational and training establishments in Ho Chi Minh City. As follows:
Tuition fees for the 2022–2023 school year for preschool education establishments, public general education establishments, continuing education establishments, and other training establishments applying general education programs that do not yet cover their own recurrent expenses: comply with the tuition fees prescribed in Resolution 28/2021/NQ-HDND dated December 9, 2021 of the City People's Council on tuition fees regulations for preschool education and public general education in the 2021-2022 school year in Ho Chi Minh City, specifically as follows:

Group 1: Students studying at schools in Thu Duc city and districts: 1, 3, 4, 5, 6, 7, 8, 10, 11, 12, Binh Thanh, Phu Nhuan, Go Vap, Tan Binh, Tan Phu, Binh Tan.
Group 2: Students studying at schools in districts: Binh Chanh, Hoc Mon, Cu Chi, Nha Be, and Can Gio.
- Tuition fees for the 2022–2023 school year for public preschool and general education establishments that cover their own regular expenses and public preschool and general education establishments that cover their own regular and investment expenses shall comply with the provisions in Point a, Clause 4, Article 2 of Resolution 16/2022/NQ-HDND dated October 11, 2022. The Department of Education and Training will have separate instructions on the content of tuition collection for units that organize tuition collection in the 2022–2023 school year.
- The tuition fee in the form of online learning (online learning) is equal to 50% of the tuition fee rate promulgated in the regulations mentioned above. Tuition fees are rounded to the nearest thousand VND.
- Implementation period in the 2022–2023 school year: Public educational institutions will be allowed to collect tuition for 9 months of the school year (including tuition fees incurred in September and October 2022).
Tuition fees for non-public educational institutions (excluding foreign-invested educational institutions):
Comply with the provisions in Clause 4, Article 8 of Decree 81/2021/ND-CP, non-public educational institutions that have the right to proactively set tuition fees and prices for other services in the field of education and training (except for services priced by the state) shall ensure cost compensation and reasonable accumulation; be responsible for publicizing and explaining to learners and society the tuition fees and prices of services decided by them;
Responsible for explaining the average cost of education and training per student, annual tuition fees, and tuition fees for all school levels for preschool education and general education; explaining the roadmap and tuition increase rate for the following years and making it public in accordance with the law; and explaining it to learners and society.
Particularly for the 2022–2023 school year, implemented according to Resolution 17/2022/NQ-HDND dated October 11, 2022 of the City People's Council on specific policies to support tuition for preschool children, public and non-public high school students, and continuing education students in Ho Chi Minh City in the 2022–2023 school year, supported objects are: "Preschool children and high school students studying at non-public preschool and general education establishments do not include students studying at foreign-invested establishments."
Official Dispatch 4203/SGDĐT-KHTC regulates tuition exemption and reduction and study cost support as follows:
- Continue to implement tuition exemption and reduction regimes, support learning costs, and support tuition payments for pupils and students, and the policy for developing preschool education from the 2021–2022 school year has been specifically issued as follows:
+ Official dispatch 794/SGDDT-KHTC dated March 21, 2022 of the Department of Education and Training on instructions for implementing the tuition exemption and reduction regime, supporting learning costs, supporting tuition payments for pupils and students, and policies on developing preschool education from the 2021-2022 school year;
+ Official Dispatch 1406/SGDDT-KHTC dated May 9, 2022 of the Department of Education and Training on additional guidance on implementing a lunch policy for kindergarten children.
- Regarding supporting education costs for orphans according to Resolution 02/2022/NQ-HDND dated April 7, 2022 of the City People's Council on specific policies to care for and support the elderly, orphans, and people in difficult circumstances in the City:
Follow Instruction 25942/HD-SLDTBXH dated August 5, 2022 of the Department of Labor, War Invalids, and Social Affairs on guiding the process, surveying, approving the list, methods and procedures for payment and settlement, and settlement of funds for implementing a number of specific policies to care for and support the elderly, orphans, and people with difficult circumstances in the City.
