Circular 04/2017/TT-BGTVT was issued by the Ministry of Transport on November 15, 2017, to specifically regulate the handling of incidents in the bidding system.
Circular 04 stipulates that in case the System encounters a malfunction requiring temporary suspension of service provision, the bidding packages with closing and opening times during the malfunction period will be extended as follows:
- In case the malfunction is resolved and the System resumes operation between 12:00 am and 12:00 pm, the new bidding closing and opening time will be 3:00 pm of the same day, except when the malfunction is resolved and the System resumes operation on Saturdays, Sundays, holidays, or Tet, the new bidding closing and opening time will be 9:00 am on the first working day after the holiday.- In case the malfunction is resolved and the System resumes operation between after 12:00 pm and 12:00 am, the new bidding closing and opening time will be 9:00 am the following day, except in the case of Saturdays, Sundays, holidays, or Tet.- In case the malfunction is resolved and the System resumes operation on Saturdays, Sundays, holidays, or Tet, the new bidding closing and opening time will be 9:00 am on the first working day after the holiday.- In case the bidding closing and opening times need to be extended as stipulated above, the evaluation of E-Bids will be based on the bidding closing and opening times stated in the E-Bidding Documents already posted on the System.
