Guidelines on the Preparation and Allocation of Industrial Promotion Budget Estimates

Circular 28/2018/TT-BTC has been issued by the Ministry of Finance providing guidance on the preparation, management, and use of industrial promotion funds.

Based on either national funding or local funding, there will be different guidelines for the preparation, allocation of budget estimates, specifically:

1. For national industrial promotion funding

- Annually, the Ministry of Industry and Trade prepares a national industrial promotion funding estimate to send to the Ministry of Finance to compile and present to the Government of Vietnam.- The Ministry of Industry and Trade assigns the national industrial promotion tasks in detail by unit and content, sending them to the Ministry of Finance for verification.

2. For local industrial promotion funding

- Annually, the Department of Industry and Trade or the Industrial Promotion Center prepares a provincial industrial promotion funding estimate to send to the Department of Finance for inclusion in the local budget estimate to present to the Provincial People's Committee.- The Department of Industry and Trade allocates the funding for local industrial promotion programs in detail by unit and specified content, sending it to the Department of Finance for verification.- The preparation, allocation, and assignment of local industrial promotion funding estimates for district and commune levels within the province are regulated by the Provincial People's Committee.
