On March 8, 2017, the Ministry of Defense issued Circular 49/2017/TT-BQP guiding the implementation of Decision 10/2016/QD-TTg on the implementation of electronic border guard procedures at seaports.
The use of electronic signatures for individuals carrying out electronic border procedures is regulated as follows:
- Electronic signatures must be used when declaring maritime border electronic files on the Portal;- The electronic signature must be a digital signature issued by legally certified digital signature service providers and registered with the Portal at http://thutucbienphong.gov.vn.- After registering the electronic signature, the person carrying out the procedures uses the electronic signature along with the access account to the Portal provided to declare electronic files.
Note: From July 1, 2017, when carrying out procedures for entry, exit, and transit for vessels, the person who has registered to use the electronic signature on the Portal or the National Single Window Portal is not required to submit the following documents to the Port Border Guard:
- General declaration;- Crew list;- Passenger list;- Declaration of dangerous goods, weapons, and explosives;- Declaration of stowaways.
