1. Guidance on submitting application for birth registration, permanent residence registration, and issuance of health insurance card for children under 6 years old in Vietnam

According to Article 6 Decree 63/2024/ND-CP, the applicant should access the National Public Service Portal (at dichvucong.gov.vn) or use the VNeID application, select “Integrated Public Service for Birth, Death Registration” to submit the application online and pay the fees as prescribed.

2. Guidance on processing application for birth registration, permanent residence registration, and issuance of health insurance card for children under 6 years old in Vietnam

According to Article 8 Decree 63/2024/ND-CP, the guidance on processing application for birth registration, permanent residence registration, and issuance of health insurance card for children under 6 years old in Vietnam is as follows:

Processing Birth Registration Applications

Once the electronic birth registration application is transferred to the Common Electronic Civil Status Registration and Management Software of the Ministry of Justice by the Provincial Administrative Procedure Information System, the civil status official executes the birth registration operation on the software.

  • If the application is complete and compliant: The civil status official processes the birth registration on the Common Electronic Civil Status Registration and Management Software of the Ministry of Justice. The birth registration should be completed within the same working day from the time the software receives the complete application.

After the registration result, the software automatically transfers the electronic version of the Birth Certificate to the Provincial Administrative Procedure Information System to sync with the Interlinked Public Service Software, completing the electronic application for subsequent administrative procedures and sending the result to the applicant.

  • If the application is incomplete or non-compliant: The civil status official updates the application status on the Common Electronic Civil Status Registration and Management Software of the Ministry of Justice and sends the status information to the Interlinked Public Service Software through the Provincial Administrative Procedure Information System to notify the applicant through the National Public Service Portal, VNeID application, and SMS, explaining reasons for rejection and required additional documents within 01 working day of receiving the electronic application on the system.

If additional documents are required, the applicant is responsible for completing the application within 07 working days. If the documents are not provided within this timeframe, the application will be rejected.

  • The electronic integration between the Electronic Civil Status Database and the National Population Database for data sharing and operations, including ID issuance, is carried out on the systems and software of the Ministry of Justice and the Ministry of Public Security.

If any obstacles arise concerning personal ID issuance, the civil status official updates the issue on the Common Electronic Civil Status Registration and Management Software of the Ministry of Justice. The Ministry of Public Security, in coordination with the Ministry of Justice and the Ministry of Information and Communications, reviews, addresses, and provides the result within 01 working day from receiving the issue report from the Ministry of Justice.

Processing Permanent Residence Registration Applications

After the Common Electronic Civil Status Registration and Management Software of the Ministry of Justice transfers the electronic Birth Certificate to the Interlinked Public Service Software through the Provincial Administrative Procedure Information System, the Interlinked Public Service Software separates and transfers the electronic application (including forms and declarations filled by the applicant, electronic Birth Certificate) to the Residence Management Information System to execute permanent residence registration.

The consent of the household head, legal accommodation owner, parents or guardians is obtained through the VNeID application or the police department’s workflow. The consent period through the VNeID application is no more than 05 working days.

  • If the application is complete and compliant: The police officer processes the permanent residence registration on the Residence Management Information System. The process should be completed within 02 working days from receiving the electronic application from the Interlinked Public Service Software in cases where the child returns to the father or mother who is the household head and legal accommodation owner, or if the child returns to the father or mother who is not the legal accommodation owner. Other cases requiring verification according to Residence Law 2020 should be handled within 05 working days from receiving the electronic application and consent information through the VNeID application.

  • If the application is incomplete or non-compliant: The Residence Management Authority notifies the applicant through the National Public Service Portal, VNeID application, and SMS, explaining reasons for rejection and required additional documents within 01 working day of receiving the electronic application on the system.

Processing Health Insurance Card Issuance Applications for Children Under 6

After completing the birth registration procedures, the Common Electronic Civil Status Registration and Management Software of the Ministry of Justice transfers the electronic Birth Certificate to the Interlinked Public Service Software through the Provincial Administrative Procedure Information System. The Interlinked Public Service Software separates and transfers the electronic application (including forms and declarations filled by the applicant, electronic Birth Certificate) to the Social Insurance Sector Information System to execute health insurance card issuance.

  • If the application is complete and compliant: The Social Insurance Authority processes the health insurance card issuance on the Social Insurance Sector Information System. This process should be completed within 02 working days from receiving the electronic application from the Interlinked Public Service Software.

  • If the application is incomplete or non-compliant: The Social Insurance Authority sends a notification from the Social Insurance Sector Information System to the Interlinked Public Service Software, thereby notifying the applicant through the National Public Service Portal, VNeID application, and SMS, explaining reasons for rejection and required additional documents within 01 working day from receiving the electronic application on the system.

Cases of discovering errors in the Electronic Birth Certificate

The Residence Management Information System and the Social Insurance Sector Information System return the application to the Interlinked Public Service Software. The software sends a notification through the Provincial Administrative Procedure Information System for the Birth Certificate issuing authority to correct and handle the issue as prescribed and inform the applicant.

3. Regulations on returning results of birth registration, permanent residence registration, and health insurance card issuance for children under 6 in vietnam

According to Article 9 Decree 63/2024/ND-CP, the regulations on returning results are as follows:

Returning Electronic Results

The electronic versions of the Birth Certificate, Health Insurance Card, and Notice of Permanent Residence Registration Results are automatically sent to the applicant through their data management repository on the National Public Service Portal, VNeID application, and the Provincial Administrative Procedure Information System.

Returning Paper Results

  • The paper version of the Birth Certificate is delivered at the One-Stop-Service Department of the authority responsible for birth registration as per the civil status law.

  • The paper versions of the Notice of Permanent Residence Registration Results and the Health Insurance Card are handed over at the One-Stop-Service Department where the birth registration application was processed or at the One-Stop-Service Department of the agencies handling administrative procedures or via public postal services as requested by the applicant.

Applicants requesting results via public postal services will have the results sent by the administrative procedure authorities according to the laws on returning administrative procedure results through public postal services.

  • The One-Stop-Service officials rely on the applicant’s request on the Provincial Administrative Procedure Information System to return the administrative procedure results in paper, copies, or extracts as required.

Applicants Need to Pay Fees/Charges (if any) for birth registration applications as notified on the National Public Service Portal, VNeID application, or the Provincial Administrative Procedure Information System, or can pay directly at the Single-Window Department.
