The details regarding the procedures for formulation of land price lists and the latest 13 types of land prices in Vietnam are stipulated in Decree 71/2024/ND-CP on land prices issued on June 27, 2024.

According to Article 14 of Decree 71/2024/NĐ-CP, the procedures for formulation of land price lists in Vietnam are as follows:
The initial formulation of land price list to be announced and applied from January 1, 2026, is done as follows:
Organizations performing land valuation will proceed to develop the land price list as follows:
Investigate, survey, and collect information to serve the construction of land price lists by area, location; construct land price lists for each land plot based on value areas and standard plots;
Determine the type of land, area, location for each commune, ward, and town in areas constructing land price lists by area, location; determine the land type, total number of plots, and number of plots of each land type for areas constructing land price lists for each plot based on value areas and standard plots;
Compile and finalize the investigative, survey, and data collection results at the commune, district, and provincial levels; analyze and evaluate the implementation results of the current land price list in relation to constructing new land price lists by area, location;
Compile the results of investigation, survey, and data collection; establish value areas; select standard plots and determine prices for these standard plots; create a comparative ratio table for constructing land price lists for each plot based on value areas and standard plots;
Develop a draft of the land price list and an explanatory report on the establishment of the land price list.
The Department of Natural Resources and Environment is responsible for drafting a submission on issuing the land price list; posting the dossier to solicit opinions on the draft land price list on the provincial People's Committee's electronic information page, and the Department of Natural Resources and Environment's page for 30 days; soliciting written opinions on the draft land price list from the provincial Vietnam Fatherland Front Committee, its member organizations, tax agencies, state notary organizations, and land valuation consultancy organizations; incorporating feedback, refining the draft submission on issuing the land price list; directing the land valuation organization to incorporate, respond to comments, finalize the draft land price list, and explanatory report on the construction of the land price list.
The Department of Natural Resources and Environment submits the land price list dossier for appraisal to the Land Price Appraisal Council; the council will appraise the land price list and send the appraisal document to the Department of Natural Resources and Environment.
The Department of Natural Resources and Environment will implement, respond to, revise, and finalize the draft land price list based on the council's feedback; submit it to the provincial People's Committee.
The provincial People's Committee will submit it to the provincial People's Council for decision, public disclosure, and direction for updating it into the national land database.
Based on Clause 1, Article 12 of Decree 71/2024/NĐ-CP regulating the content of formulating, adjusting, amending, and supplementing land price lists, the 13 types of land prices are specified as follows:
