On June 28, 2024, the Prime Minister issued Decision 08/2024/QD-TTg prescribing the functions, duties, powers, and organizational structure of the Diplomatic Academy of Vietnam under the Ministry of Foreign Affairs.

Position and function of the Diplomatic Academy of Vietnam

The Diplomatic Academy of Vietnam (DAV) is a public service unit under the Ministry of Foreign Affairs, performing the following functions: Strategy research; undergraduate and postgraduate education; professional and vocational training; advising and consulting for the Ministry of Foreign Affairs in the field of foreign relations and international integration.

The Diplomatic Academy has a legal personality and its own accounts, is entitled to use a seal featuring the national emblem, with its headquarters located in Hanoi. Its English trading name is Diplomatic Academy of Vietnam, abbreviated as DAV.

Tasks and powers of the Diplomatic Academy of Vietnam

The Diplomatic Academy of Vietnam (hereafter referred to as "the Academy") has the following duties and powers:

(1) Regarding science research and policy advising:

  • Conduct scientific research, strategic research, and forecasting on regional and international issues affecting the environment, foreign activities, and national interests of Vietnam;
  • Perform advisory duties, propose, and provide scientific rationale to the Ministry of Foreign Affairs in formulating and implementing foreign guidelines, policies, and other related activities as required;
  • Research, propagate, and educate about the history and traditions of Vietnamese diplomacy;
  • Organize research on issues related to protecting the sovereignty, sovereign rights, and jurisdiction of Vietnam in accordance with Vietnamese law and international law;
  • Cooperate in research, academic exchanges with organizations and individuals domestically and internationally on issues related to the environment, foreign activities, and national interests of Vietnam;
  • Advise, synthesize, and act as a focal point in organizing and managing scientific, technological, and innovation activities of the Ministry of Foreign Affairs.

(2) Regarding undergraduate and postgraduate education:

  • Open undergraduate and postgraduate training programs serving foreign relations and deep, comprehensive international integration of the country, meeting various societal needs, in line with the development direction of the Academy and legal regulations;
  • Develop educational programs, establish, and implement short-term and long-term training plans with diverse, advanced, and modern forms and methods;
  • Apply advanced standards to improve and enhance training quality; organize the implementation of training quality accreditation processes according to domestic and international standards, in compliance with legal regulations;
  • Organize entrance exams, training, evaluate training outcomes, recognize, and grant bachelor's, master's, doctoral degrees, and other diplomas and certificates in the field of training, according to legal regulations;
  • Collaborate in education and training with other academies, universities, organizations domestically and internationally within the assigned functions, duties, and powers;
  • Organize and manage cultural, sports, and aesthetic activities; provide political-ideological education, enhance learners' awareness of compliance with laws and general ethical standards of society.

(3) Regarding professional training, foreign relation skills, and language training:

  • Develop, present to the Minister of Foreign Affairs annual programs, plans, and organize the implementation of training activities for officials and employees in the field of foreign relations and international integration nationwide according to legal regulations;
  • Organize research serving the training of knowledge, skills, professional training, and languages in the field of foreign relations and international integration;
  • Train knowledge, skills, professional training, and languages in the field of foreign relations, international integration, and enhance the capacity to work in an international environment for officials and employees of ministries, sectors, and localities under the state management of the Ministry of Foreign Affairs and as assigned by competent authorities;
  • Train, test, and evaluate the professional level, skills, and languages of officials and employees of the Ministry of Foreign Affairs;
  • Train knowledge of state management according to the standards of civil servant ranks and professional titles of employees; train knowledge and skills according to job position requirements for leadership, management, and professional job positions according to division and legal regulations;
  • Cooperate with domestic and international partners in training and fostering according to assigned functions, duties, powers, and at the request of organizations and individuals.

(4) Organize external activities under the direction of the Ministry of Foreign Affairs to contribute to implementing the Party and State's foreign policy, including:

  • Implement diplomatic activities with foreign government delegations, international organizations visiting Vietnam, and diplomatic missions in Vietnam as assigned by the Minister of Foreign Affairs;
  • Develop a partner network including research institutes, universities, scholars, journalists, politicians, businesses, and individuals with domestic and international credibility and influence; promote relations with this partner network to serve the common foreign mission of the Party and State;
  • Negotiate and sign cooperation agreements with partners within the assigned functions and duties;
  • Implement bilateral and multilateral diplomatic activities in Vietnam and abroad within the areas of responsibility and as assigned by the Minister of Foreign Affairs;
  • Organize and coordinate Vietnam's academic cooperation and exchange activities in regional and international academic cooperation networks;
  • Organize other specific external activities as directed by the Ministry of Foreign Affairs.

(5) Information and documentation work:

  • Develop, present to the competent authorities for approval, and organize the implementation of the annual program, plan of the Journal of International Studies;
  • Compile, edit, publish, and distribute books, journals, scientific research works, teaching materials, and other publications on foreign relations, Vietnamese and world diplomatic history, international relations, professional, and foreign skills, and other areas related to assigned functions and duties;
  • Participate in external information work, propagate the Party and State's foreign policy, the history, and traditions of diplomacy, and issues related to the national interests of Vietnam;
  • Archive, preserve, manage, and exploit information and documentation within the management scope and division of the Ministry of Foreign Affairs;
  • Manage, collect, preserve, display artifacts on the history and traditions of diplomacy;
  • Manage, exploit, maintain, and preserve diplomatic monuments as authorized by the Ministry of Foreign Affairs.

(6) Implement financial autonomy for public service units according to legal regulations and those of the Ministry of Foreign Affairs.

(7) Recruit, manage the organizational structure, staffing, and the number of employees; implement regimes, policies; training, fostering; emulation, commending, and disciplining officials and employees of the Academy according to legal regulations and those of the Ministry of Foreign Affairs.

(8) Organize citizen reception, resolve complaints, denunciations, and perform anti-corruption in the activities of the Academy according to legal regulations and those of the Ministry of Foreign Affairs.

(9) Organize and implement administrative reform tasks, digital transformation, application of technology to develop e-Government, digital Government according to the programs, plans, and assignments of the Minister of Foreign Affairs; implement information and reporting regimes according to legal regulations and those of the Ministry of Foreign Affairs.

(10) Implement state regulations and those of the Ministry of Foreign Affairs on administrative work, clerical work, archives, protection of state secrets, ensure agency safety and labor discipline; protect and use the materials and assets assigned according to regulations.

(11) Perform public service and other activities appropriate to the assigned functions, duties, and powers according to legal regulations.

(12) Perform other duties as assigned or authorized by the Minister of Foreign Affairs.
