Guidance on Verification of Personal Background for Admission to the Communist Party

Thu Ky Luat would like to address your inquiry as follows:

According to the regulations outlined in Guidance 01-HD/TW guiding specific issues regarding the implementation of the Communist Party Charter, the prerequisites for joining the Communist Party are as follows:

- Must attend a course on Party awareness, with a certificate issued by the district-level political training center or equivalent; in places without such centers, the certificate is issued by the competent Party committee responsible for admitting party members.- Must personally apply, clearly stating their understanding of the Communist Party's goals and ideals, and their motivation to join.- Must fully, clearly, and honestly fill out a personal history form as per the regulations and be accountable for the contents declared; if there are any unclear or forgotten details, they must report to the party cell.

The personal history must be verified and concluded by the grassroots Party committee before certifying, signing, and stamping.

Once these conditions are met, the personal history of the applicant will be verified. Specifically:

Those whose personal history needs verification include:

- The applicant.- Biological parents, parents-in-law, or guardians; spouse, and biological children with full civil capacity (hereinafter referred to as relatives).

Regarding the content of verification:

- For the applicant: Clarify issues related to political history and current political stance; adherence to the Party's guidelines, policies, and state laws; political qualities, ethics, and lifestyle.- For relatives: Clarify issues related to political history and current political stance; adherence to the Party's guidelines, policies, and state laws.

Regarding verification methods:

- If the applicant has relatives (biological parents, siblings, or children) who are Party members and if the personal history has been fully and clearly declared according to regulations, no verification is needed.

If the spouse of the applicant has relatives (biological parents, siblings) who are Party members and if the personal history of the applicant has been fully and clearly declared according to regulations, no verification of the spouse’s relatives is needed.

Any unclear content must be verified; if the grassroots Party committees (in the birthplace or residence, workplace) have confirmed, and any content remains unclear, it must be verified by the organizing committee of the higher-level Party committee.

- Known contents in the applicant’s personal history and that of relatives who have lived and worked in the same grassroots Party organization (commune, ward, commune-level town...) for generations do not require separate verification. The Party cell will report to the Party committee, and the grassroots Party committee will check and certify, sign, and stamp the personal history.- The personal history verification of applicants in the armed forces must be cross-checked with their history when enlisting or when being recruited. If any content remains unclear, it must be verified.- Applicants currently overseas must have their personal history cross-checked with records managed by authorities in the country or confirmed by the grassroots Party committee in the applicant's birthplace or residence or workplace in Vietnam.- If relatives are overseas, the Party committee where the applicant is located will send a written request to the Party committee or Vietnamese representative agency overseas (through the Foreign Party Committee) for confirmation; if there are political doubts, they must be verified by domestic security agencies.- For applicants and their relatives working in foreign representative agencies, non-governmental organizations, or 100% foreign-capital enterprises in Vietnam, the representative of the grassroots Party committee must visit the workplace, and security agencies responsible for managing and monitoring these organizations will verify related political issues.

Thus, according to the above regulations, not only the applicants but also their relatives must have their personal histories verified using specific verification methods.
