Guidance on Monitoring and Evaluation of the Component Project Owner

According to Circular 59, the monitoring and evaluation of the component project owner are stipulated as follows:

- The component project owner assigned to implement the component project shall organize the monitoring of the investment project, inspect the investment project, and evaluate the investment project;

- The monitoring of the component project under the program of the component project owner shall comply with the provisions of Clause 1, Article 8 of Decree 84/2015/ND-CP.

- The contents of the inspection and evaluation by the component project owner shall be carried out in the order stipulated in Articles 14 and 15 of Circular 59.

- Monitoring reports of the component project owner:

- The component project owner shall conduct monitoring and evaluation of the investment in the following types of reports:- Quarterly I report, 6-month report, quarterly III report, and annual report submitted to the program owner for summary reporting;- Monitoring and evaluation report upon completion of the investment in the component project submitted to the program owner for summary and monitoring.- Report deadlines:- Submit the quarterly report before the 5th of the first month of the following quarter;- Submit the 6-month report before July 5 of the reporting year;- Submit the annual report before February 5 of the following year;- The component project owner may provide ad-hoc reports on monitoring and evaluation of the investment when necessary and upon the request of the authority authorized to decide the investment and the Department of Planning and Investment.
