1. Authority to consider and recognize the scope of influence and application effectiveness of initiatives (hereinafter referred to as Recognition of Initiatives) at the grassroots level: Principals of schools under the Department decide to establish an Initiative Council.

2. Conditions for recognition of grassroots initiatives

Specified in Article 4 of Decision 16/2023/QD-UBND, specifically:

- The initiative is new within the agency or organization; does not overlap with the content of the initiative that has been recognized, used, described in writing or in any other form;

- The initiative has practical application, brings practical benefits and effects, and is confirmed by the school's science council;

- Has not been publicly disclosed in documents, books, newspapers, or technical documents to the extent that it can be immediately implemented based on it;

- Not identical to other people's solutions that have been applied or tested or included in plans for application and dissemination or preparation of conditions for application and dissemination.

- Not yet regulated as standards, processes, and regulations that must be implemented.

3. Content orientation

- Measures to improve the quality of teaching and learning: innovate testing and evaluation work; activities to access learner capacity; Applying new school models, new teaching and learning methods...

- Management and direction: training and improving professional qualifications for the team; management and use of funding sources; management of activities inside and outside of class; digital transformation work in schools...

- Classroom leadership and union activities; life skills education; career guidance education, entrepreneurship education.

- Other contents and areas of expertise...

4. Cases that are not recognized or considered:

- Initiations copied by other authors will not be considered and recognized for their initiative, scope of influence, and application effectiveness. For the initiative that has been recognized for its scope of influence and effectiveness but is found to have copied content or is found to be infringing on the intellectual property rights of others, the Council will decide to cancel the evaluated results.

- The publication or application is contrary to public order or social ethics.

5. Regulations on form

- The initiative is typed on A4 paper, Unicode font, Times New Roman font size 13–14, line spacing of 1.15 to 1.3 lines, left margin of 3 cm, right margin of 2 cm, top margin of 2 cm, bottom margin of 2 cm; and numbering of the pages above, centered.

- Each initiative has only 01 author.

6. Review and recognition process

Step 1: Receive the initiative

Step 2: Establish an Initiative Council

The Initiative Council includes: Chairman of the Council, Vice Chairman of the Council, Secretary, experts or people with expertise in fields related to the content of the initiative, representatives of the trade union where the author is a union member, and other members according to the decision of the head of the facility considering recognition of the initiative.

The Council's decisions are passed according to the principle of voting by secret ballot with at least 2/3 votes of the Council members.

Step 3: Consider recognizing the initiative

- The Initiative Council reviews and recognizes initiatives completed before February 28, 2024.

- An initiative rated as Pass must be rated Pass by at least 2/3 members of the Grassroots Initiative Council (70 points or more).

- Prepare a list of quality initiatives to submit to the Scientific Council and Industry Initiatives for consideration and recognition (Dossiers submitted in Section 2.3 of the Official Dispatch).
