Content mentioned from Article 47 to Article 49 of Circular 02/2022/TT-UBDT on guidance on implementing projects under the National Target Program for socio-economic development in ethnic minority and mountainous areas for the period 2021-2030, phase I: from 2021 to 2025 (amended in Circular 02/2023/TT-UBDT), specifically as follows:
(1) Subject
1.1 University preparatory training
- Subjects of university preparatory enrollment shall comply with regulations in Circular 44/2021/TT-BGDDT promulgating Regulations on admission and training of university preparatory training; consider transferring to university or college level in Early Childhood Education for pre-university students.
- Among the subjects specified in Point a, Clause 1 of this Article, enrollment priority is given to students from ethnic minority groups who still face many difficulties and have specific difficulties; ethnic minority students residing in communes of Region III and villages in the Mekong Delta region of ethnic minority and mountainous areas have low-quality human resources, according to Resolution 52/NQ-CP in 2016.
1.2 University training
- Students studying at higher education institutions are accepted after completing the university preparatory program as stated in Point b, Clause 1, Article 47 of Circular 02/2022/TT-UBDT.
- Students studying at higher education institutions from ethnic minority groups still face many difficulties, with specific difficulties specified in Decision 1227/QD-TTg in 2021; Ethnic minority groups have low-quality human resources according to Resolution 52/NQ-CP.
1.3 Postgraduate training
Officials, civil servants, and public employees from ethnic minority groups still face many difficulties, with specific difficulties specified in Decision 1227/QD-TTg; Ethnic minority groups have low-quality human resources, according to Resolution 52/NQ-CP; Priority is given to cadres, civil servants, and public employees working on ethnic affairs; female officers.
(2) Implementation principles
In addition to the principles specified in Article 3 of Circular 02/2022/TT-UBDT, the implementation of university preparatory, undergraduate, and postgraduate training contents must comply with the following principles:
2.1 Prioritize training and fostering for ethnic minority groups with low-quality human resources; Ethnic minority groups still face many difficulties, with specific difficulties in communes of Region III and villages in the Mekong Delta; female officers.
2.2 Needs and targets for each undergraduate and postgraduate major are decided by the Provincial People's Committee according to local requirements to ensure the correct policy subjects specified in Clause 2 and Clause 3, Article 47 of Circular 02/2022/TT-UBDT.
2.3 Enrollment, training and fostering are carried out in accordance with current regulations of the Government, the Prime Minister, and instructions of the Ministry of Home Affairs and the Ministry of Education and Training.
(3) Fund allocation, spending content, and spending level
- College preparatory training institutions are allocated funds to enroll and train pre-university programs corresponding to the enrollment targets assigned by the Ministry of Education and Training after reaching agreement with the Nationalities Committee.
- Funding for undergraduate and postgraduate training is allocated to provinces and centrally run cities to implement by signing training ordering contracts with higher education institutions. The choice of method of signing an order contract is considered and decided by the Provincial People's Committee.
- Expenditure content and level of expenditure on pre-university, university, and post-graduate training shall comply with the provisions of Clause 2, Article 21 of Circular 55/2023/TT-BTC.
