Recently, the Ministry of Industry and Trade issued Circular 34/2011/TT-BCT stipulating the establishment and implementation of electricity supply plans when the national power system is lacking electricity sources.
Guidance on Developing and Implementing the Weekly Local Electricity Supply Plan (Illustrative Photo)
According to Article 14 of Circular 34/2011/TT-BCT, the procedures for developing and implementing the weekly local electricity supply plan are as follows:
In case of a shortage in the national electricity system, by 11:00 AM on Friday of week W, based on the approved weekly national electricity system operation plan according to the provisions of Article 16 of Circular No. 09/2010/TT-BCT dated March 3, 2010, regulating the order and procedures for developing, approving, and supervising the implementation of the national electricity system operation plan (Circular No. 09/2010/TT-BCT), the regional electricity corporation is responsible for completing the allocation plan for electricity production to the provincial electricity companies under its jurisdiction for week W+2 and updating, adjusting the electricity production allocation plan for week W+1 if necessary, and reporting to Vietnam Electricity Group and Electricity Regulatory Authority for monitoring and supervision.
In case of a shortage in the national electricity system, by 4:00 PM on Friday of week W, based on the electricity production allocation plan of the regional electricity corporation, the provincial electricity company is responsible for completing the electricity supply plan for week W+2 and updating, adjusting the electricity supply plan for week W+1 if necessary, and reporting to the Department of Industry and Trade of the locality for monitoring and supervision.
By 4:00 PM on Friday of week W, based on the approved weekly national electricity system operation plan, Hanoi Electricity Corporation and Ho Chi Minh City Electricity Corporation are responsible for completing the electricity supply plan for week W+2 and updating, adjusting the electricity supply plan for week W+1 if necessary, and reporting to the Department of Industry and Trade of the locality for monitoring and supervision.
The weekly local electricity supply plan shall be developed in accordance with the principles stipulated in Article 9 of Circular 34/2011/TT-BCT and based on the monthly local electricity supply plan approved by the Provincial People's Committee, considering changes in local electricity demand in previous weeks.
The weekly local electricity supply plan includes the following content:
- Allocated electricity production for week W+1 and week W+2;- Daily electricity supply plan for the province, city including:- Allocated electricity production for different load components;- List of major electricity users affected by load shedding;- Daily electricity reduction for different load components, major customers using the distribution grid, and distribution and retail electricity units;- Areas affected by load shedding;- Estimated load shedding times.
The order and procedures for load shedding are implemented according to the provisions of Decision No. 39/2005/QD-BCN and Circular No. 09/2010/TT-BCT.
