On November 7, 2024, the Minister of Finance of Vietnam issued Decision 2662/QD-BTC regarding the standards for the titles of Principal and Vice-Principal of higher education institutions under the Ministry of Finance of Vietnam.
The standards for Principals of higher education institutions under the Ministry of Finance from November 7, 2024, will comply with Article 4 of the Regulations issued with Decision 2662/QD-BTC in 2024. Specifically, the Principal of the university is responsible for managing and operating university activities according to the provisions of law, the organizational structure, and regulations of the university.
The Principal shall perform the duties prescribed in the Higher Education Law amended 2018 and the job description for the position of Principal as stipulated in Circular 04/2024/TT-BGDDT by the Minister of Education and Training.
In this regard, the Principal of a higher education institution under the Ministry of Finance must meet the general standards in Article 3 of the Regulations issued with Decision 2662/QD-BTC in 2024 and the following specific standards:
- Regarding work experience:
+ From local sources: Must have held a management leadership position at or above the department level (cumulative) in the higher education institution for a minimum of 5 years, of which at least 2 years (24 months) in the position of Vice-Principal.
+ From external sources: Must have worked for 7 years (cumulative) or more in the corresponding industry or field, including at least 2 years (24 months) in an equivalent position to Vice-Principal.
- Educational qualifications: Must hold a Doctorate degree in a discipline corresponding to one of the university's teaching programs. If holding a Doctorate degree from a foreign institution, it must be recognized by the competent state authority in accordance with regulations;
- Must have a Bachelor’s degree in Politics, or an advanced diploma in political theory, or an advanced diploma in political - administrative theory, or a certificate of equivalent level from a competent authority;
- Must possess a certification of professional development according to the standards of university lecturer professional titles;
- In the case of those currently working in the armed forces, state-owned enterprises, or other organizations within the political system being appointed to the position of Principal, they must meet the standards and conditions as prescribed, except for the standards of professional titles specified in point d, clause 2 of Article 4 of the Regulations issued with Decision 2662/QD-BTC in 2024. These individuals must complete the standards within 12 months from the date of official appointment.
Special cases (regarding age, practical experience, exceptional appointments, planning) are considered and decided by the competent authority for appointment according to management decentralization.
According to clause 3, Article 20 of the Higher Education Law 2012 (amended 2018), the duties and powers of university Principals include:
- Acting as the legal representative and account holder of the institution, except in cases where the organizational and operational regulations of private higher education institutions or non-profit private higher education institutions specify otherwise;
- Organizing the execution of professional, academic, organizational, personnel, financial, asset, domestic and international cooperation activities, and other activities according to the law, the organizational, and operational regulations of the institution and the decisions of the university council;
- Submitting documents within the authority of the university council after soliciting opinions from relevant organizations, units, and individuals within the institution; issuing other regulations of the institution according to the institutional organization and operation regulations;
- Proposing that the university council consider appointment, dismissal, and removal from office management positions within the council's authority; implementing appointments, dismissals, and removals of other managerial positions at the institution; deciding investment projects according to institutional organization and operation regulations;
- Annually reporting to the university council on the Principal’s and board of diPrincipals’ performance, finances, and assets of the institution; ensuring transparency and accountability of information; performing reporting duties and subjecting to inspections by competent authorities; assuming responsibility within the scope of assigned duties and powers;
- Performing other duties and powers in accordance with the law; being accountable to the law, the university council, and relevant parties; being subject to oversight by concerned individuals and organizations regarding the performance of assigned duties and powers.
