Below are the regulations regarding the latest policies for the civil defense forces in Vietnam.

According to Article 41 of the Civil Defense Law 2023, the policies regarding the civil defense force in Vietnam are stipulated as follows:
- Individuals on duty at the permanent office of the National Civil Defense Steering Committee, civil defense command of Ministries, central branches, agencies equivalent to Ministries, local civil defense commands at all levels, are entitled to policies when performing tasks.
- Individuals mobilized for training, drills, or civil defense tasks upon the decision of competent authorities are entitled to allowances; if they fall ill, have accidents, die, or suffer reduced working capacity, they are entitled to social insurance benefits, death gratuities, funeral allowances, and if they have not participated in compulsory social insurance, the state will provide support to compensate for health and life damages as per the legal provisions; if they achieve commendable results, they will be rewarded according to legal provisions on emulation and rewards.
- Agencies, organizations, or individuals participating in, coordinating with, collaborating with, or supporting the civil defense force with commendable achievements shall be rewarded; any property damage will be compensated; any harm to honor or dignity will be restored; individuals or families with injuries, harm to health, or life will be entitled to policies and measures according to legal regulations.
Resources for civil defense are outlined in Article 39 of the Civil Defense Law 2023 as follows:
- Financial resources for civil defense include:
+ The state budget;
+ Voluntary contributions from organizations and individuals;
+ The civil defense fund;
+ Other financial sources as prescribed by law.
- The state ensures the budget for civil defense according to legal provisions on the state budget; prioritizing budget allocation for regions at the border, sea, islands, critical areas, and key locations.
- Assets serving civil defense are uniformly managed by the state, including:
+ Public assets at agencies, organizations, localities, armed force units as prescribed by law on public asset management, land use, and other related legal regulations;
+ Assets acquired, requisitioned, mobilized, and other assets handed over by the state to agencies, organizations, localities, armed force units to manage for civil defense purposes according to laws on asset purchase, requisition, and other related legal provisions.
- The state plans to build national reserves to ensure civil defense. The management and use of national reserves for civil defense are conducted according to legal regulations on national reserves.
The content and responsibility for state management of civil defense in Vietnam as defined in Article 42 of the Civil Defense Law 2023 are as follows:
- The content of state management over civil defense includes:
+ Issuing, submitting to competent authorities for issuance, and organizing the implementation of legal documents regarding civil defense; building and directing the implementation of strategies and plans for civil defense;
+ Propagating, disseminating, and educating legal knowledge and information about civil defense;
+ Organizing training, drills, building forces, infrastructure, and ensuring civil defense equipment;
+ International cooperation on civil defense;
+ Inspecting, auditing, handling violations, resolving complaints, denunciations, summarizing, concluding, and rewarding related to civil defense.
- The responsibility for state management over civil defense is stipulated as follows:
+ The Government of Vietnam uniformly manages the state management of civil defense nationwide;
+ Ministries and ministerial-level agencies are responsible to the Government of Vietnam for leading, coordinating, and executing state management tasks on civil defense within the assigned fields nationwide;
+ People's Committees at all levels, within their duties and powers, are responsible for state management of civil defense in the localities.
