The Ministry of Natural Resources and Environment issued Circular 02/2016/TT-BTNMT on February 29, 2016, providing guidance on categorizing difficulties in updating internal geographic objects.
Accordingly, the classification of difficulties in updating the cadastral database is stipulated in Circular 02 as follows:
- Type 1: Plains, transitional plains to hilly areas, hills, mountainous areas with sparse population, sparse hydrological network, few natural rivers, ditches, canals, scattered lakes, ponds. The terrain is not dissected, contour lines are sparse. Sparse and clear objects, few annotations. Simple vegetation, easy to interpret; content change from 21% to ≤ 25%.- Type 2: Plains, transitional hills to mountains with relatively dense population, commune-level towns, district-level towns, and small industrial zones along rivers, streams, canals, creeks, and valleys; medium density of roads, rivers, middles, regular contour lines, complex vegetation with many intermixed types; mountainous areas with sparse population factors, roads, rivers, and middles. Simple vegetation, mainly forests; content change from 26% to ≤ 35%.- Type 3: Plains, coastal areas, estuaries with many mangrove beaches, many tidal creeks; large cities, major ports concentrated with many important transportation hubs such as docks, bus stations, wharves, industrial zones, houses, dense roads with all types of roads, rivers, ditches, canals, lakes, ponds, independent objects, power lines, and telecommunications lines. In general, densely packed factors, symbols and annotations; high mountainous area with dense contour lines, primarily forest vegetation; content change from 36% to ≤ 40%.
