General Regulations on Professions in Cybersecurity at College and Intermediate Levels

This is the noteworthy content in Circular 44/2018/TT-BLDTBXH which regulates the minimum volume of knowledge and requirements for competence that learners must achieve after graduating from intermediate and college levels for majors and professions in the fields of computer science and information technology, effective February 10, 2019.

General Provisions on Cybersecurity Occupations in College and Intermediate Levels (Illustrative Image)

Circular 44/2018/TT-BLDTBXH stipulates general provisions on Cybersecurity for intermediate level and college level as follows:

- Cybersecurity at the college level is an occupation that ensures the safety and security of information; conducts needs surveys, consults, designs, constructs cybersecurity systems, and information safety; analyzes, detects, and exploits security vulnerabilities of network systems, establishes network security policies and procedures; prepares activity and risk reports; configures, operates, and guides end-users to ensure information security. The College-level Cybersecurity occupation meets the requirements of level 5 in the Vietnam National Qualifications Framework.

- Cybersecurity at the intermediate level is an occupation that ensures the safety and security of information; conducts needs surveys, consults, designs, constructs cybersecurity systems, and information safety; analyzes, detects, and exploits security vulnerabilities of network systems, establishes network security policies and procedures; prepares activity and potential risk reports; configures, operates, and guides end-users to ensure information security. The Intermediate-level Cybersecurity occupation meets the requirements of level 4 in the Vietnam National Qualifications Framework.

- The main duties of the occupation:

- Establishing and managing the security of network device infrastructure;- Establishing and managing the security of network services; securing database management systems;- Analyzing and handling malware;- Exploiting and mitigating security vulnerabilities;- Consulting, analyzing cybersecurity; managing and monitoring network systems security.

- Individuals working in the cybersecurity occupation work in the security and information safety departments of enterprises, schools; financial, banking, insurance organizations, economic groups, state organizations that have high requirements for information security; the nature of the job requires meticulousness, electrical, electronic safety, information safety, and data security, with a collaborative, team-oriented approach; therefore, practitioners need to be healthy, dedicated to the profession, and possess specialized technical knowledge to perform their duties, have organizational and managerial skills.

Note:

- The minimum knowledge volume for the college level is 2,160 hours (equivalent to 85 credits);- The minimum knowledge volume for the intermediate level is 1,420 hours (equivalent to 55 credits).
