Accordingly, the funding sources for the implementation of healthcare for the elderly stipulated in Circular 96 include:

- Local budget ensuring funding for the implementation of primary healthcare for the elderly at their place of residence; funding for longevity congratulatory ceremonies for the elderly and funding for the commendation and rewarding of elderly individuals with outstanding achievements according to the current regulations on state budget decentralization.- The funding for the implementation of preferential credit policies from the preferential credit capital of the Vietnam Bank for Social Policies (including local budget capital entrusted through the Vietnam Bank for Social Policies).- Funds raised, contributed, and sponsored by organizations and individuals both domestically and internationally.- Other lawful revenue sources in accordance with the law.
