Funding for the Implementation of Special Allowance Policies for the Guard Force: Source Identification

To be specific, according to Circular 162, the funding source for implementing specific allowance policies is ensured in the annual regular expenditure budget estimate of the Ministry of National Defense assigned to the Department of Military Security Protection, General Political Department.

In addition, Circular 162 also stipulates the organization of implementation under the responsibility of the following units:

Policy Department/General Political Department: Chief coordination, cooperate with the functional agencies of the Ministry of National Defense to direct and inspect the implementation of specific allowance policies for officers and professional military personnel in the guard force; coordinate to resolve arising problems and issues.

Department of Military Security Protection/General Political Department:

- Organize the review, creation, and approval of the list of eligible subjects, positions, and specific allowance levels ensuring precision, democracy, and transparency; organize the payment of policies and settlement of accounts.- Monthly review, supplement subjects, adjust specific allowance levels; take the lead in resolving problems and issues at the unit.

Finance Department/Ministry of National Defense:

- Decentralize the funding assurance as prescribed; cooperate to inspect the implementation of specific allowance policies for officers and professional military personnel in the guard force and resolve arising issues and problems.
