From February 20, 2020, Organize Children's Forum According to 08 Principles

Recently, the Ministry of Labor, War Invalids, and Social Affairs issued Circular 29/2019/TT-BLDTBXH guiding the organization of children's forums.

Currently, the Children's Forum is an activity that allows children's representatives to express their opinions and aspirations or for agencies and organizations to collect children's opinions on issues concerning or related to children.

The organization of the children's forum must be conducted in accordance with the 08 principles listed in Circular 29/2019/TT-BLDTBXH:

  1. For the best interests of children.
  2. Children's voluntary participation.
  3. Provide children with adequate information in content, form, and methods appropriate for them.
  4. Create a safe, friendly, equal environment without discrimination, oppression, or stigmatization when children express or do not express their opinions.
  5. Ensure the confidentiality of the private lives and personal secrets of children participating in the children's forum.
  6. Ensure that children participating in the children's forum represent different regions, ethnicities, ages, genders, religions, and children with special circumstances.
  7. Activities of the children's forum must be appropriate to the age, gender, ethnicity, circumstances, maturity level, and development of the children.
  8. Messages, opinions, recommendations, aspirations, and questions from children must be respected, listened to, acknowledged, fully responded to, promptly, objectively, honestly, and used for the right purposes by agencies, organizations, and individuals.

The circular clearly states that based on the actual situation, issues concerning children and the community, or laws and policies related to children, the content of the children's forum should be identified accordingly.
