From April 1, 2020, how are damaged consular blank forms handled?

On February 14, 2020, the Ministry of Foreign Affairs officially issued Circular 02/2020/TT-BNG guiding the organization of consular affairs resolution.

In Article 13 of Circular 02/2020/TT-BNG, it regulates the handling of consular blank forms that do not meet the standards for issuance, are damaged due to technical errors during issuance and use at the Consular Department and the Department of Foreign Affairs of Ho Chi Minh City:

- The Consular Department, the Department of Foreign Affairs of Ho Chi Minh City, and the Vietnamese diplomatic missions, consular offices, and other agencies authorized to perform consular functions abroad (hereinafter referred to as the Representative Offices) shall establish an Inventory Committee consisting of a representative of the unit's leadership, the relevant functional department, and the officers in charge of managing consular blank forms. The Inventory Committee is responsible for inspecting all damaged consular blank forms, compiling a Consular Blank Forms Inventory Report according to form No. 11/2020/NG-LS.

- The Consular Department aggregates the number of damaged consular blank forms arising in its unit; receives and inspects the number of damaged consular blank forms transferred by the Department of Foreign Affairs of Ho Chi Minh City, cross-checks with the Consular Blank Forms Inventory Report and the Consular Blank Forms Usage Report for the same period, prepares a confirmation report, and proceeds to destroy the damaged consular blank forms as regulated.

Additionally, the handling of consular blank forms that do not meet the standards for issuance, are damaged due to technical errors during issuance and use at the Representative Offices is regulated as follows:

- The Representative Offices shall establish an Inventory Committee comprising the Head or Deputy Head of the Representative Office, the Head of the Consular Division or the consular officer, and the officer managing the consular blank forms. The Inventory Committee is responsible for inspecting all damaged consular blank forms, compiling a Consular Blank Forms Inventory Report according to form No. 11/2020/NG-LS, sealing, and sending the damaged consular blank forms along with the Inventory Report to the Consular Department.

- The Consular Department receives and inspects the number of damaged consular blank forms sent by the Representative Offices, cross-checks with the Consular Blank Forms Inventory Report and the Consular Blank Forms Usage Report for the same period, prepares a confirmation report, and proceeds to destroy the damaged consular blank forms as regulated.

Special Note: The handling of damaged white forms is conducted periodically every six (06) months or quarterly and only applies to the damaged consular blank forms arising during the Consular Blank Forms Usage Report period.
