Focused content to promote communication of social insurance and health insurance policies in the last months of 2023 in Vietnam

Vietnam Social Insurance issued Official Dispatch 3377/BHXH-TT dated October 18, 2023, on promoting communication of social insurance and health insurance policies in the last months of 2023.

To promote communication of social insurance and health insurance policies in the last months of 2023, Vietnam Social Insurance recommends that the provincial social insurance agency focus on implementing the following contents:

(1) Peak communication on the implementation of social insurance and health insurance policies on the occasion of the 6th session of the 15th National Assembly

(1.1) Regarding media content

- Communicate about the results of implementing social insurance and health insurance policies in Vietnam's social insurance industry (details in Appendix I attached). Based on the documents in Appendix I, the Provincial Social Insurance proactively edited more relevant information about the results of the organization and implementation of social insurance, health insurance, and unemployment insurance policies of the Provincial Social Insurance; to ensure brevity and succinctness.

- Communicate some basic contents about the draft revised Social Insurance Law (Details in attached Appendix II).

(1.2) About the form of communication

- Post and broadcast news, articles, infographics, etc. on the Electronic Information Portal and social networking sites of the Provincial Social Insurance.

- Coordinate with Provincial Newspapers, Radio & Television Stations to publish news, articles, and reports.

- Broadcasting on the base loudspeaker system.

(2) One-time communication about social insurance

Recently, the Vietnam Social Insurance Industry has promoted communication to limit one-time social insurance receipts (Appendix III attached).

Based on the documents in Appendix I, II, and III and the actual situation and reasons for receiving one-time social insurance at the locality, the provincial social insurance agency develops a one-time social insurance communication plan, ensuring compatibility with local practice; Some of the following contents should be noted:

- Communication with employees: Based on instructions in Official Dispatch 932/BHXH-TT dated April 14, 2022 of Vietnam Social Security regarding communication, we should not receive social insurance in one lump sum. Continue to organize systematic communication on this content, focusing on communication about: the meaning and value of receiving a monthly pension and free health insurance card throughout the pension period; disadvantages when choosing to receive one-time social insurance; The draft Law on Social Insurance (amended) is offering 02 plans to amend the social insurance policy for discussion and public opinion, but the implementation of each plan will be approved by the National Assembly. However, the provincial social insurance agency needs to communicate to employees the message that no matter which option, the one-time social insurance policy is changed. It all aims at the ultimate goal of putting the interests of employees first and ensuring the best welfare benefits for employees.

- Communication with party committees, authorities, and National Assembly deputies: The Provincial Social Insurance proactively chooses flexible forms to promptly inform and report to agencies and delegates on solutions and results of communication work of the Vietnam Social Insurance sector and the Provincial Social Insurance to employees to reduce the situation of one-time withdrawal of social insurance; Full information about the main reasons why employees decide to withdraw one-time social insurance.

(3) Peak communication to develop participants in social insurance and health insurance

On the basis of documents guiding the information and communication work of Vietnam Social Insurance, while closely following the scenario for the development of participants in social insurance, health insurance, and unemployment insurance in the last months of 2023 and the actual situation in each locality, Provincial Social Insurance should pay attention to directing the organization and implementation of the following activities:

- Proactively review subject groups (mandatory and voluntary) and develop appropriate and effective communication plans for social insurance and health insurance policies in the last months of the year associated with the specific employment, income, psychology, and habits of each subject group, such as:

+ For groups participating in compulsory social insurance and health insurance: The Provincial Social Insurance Department directs and assigns focal points to coordinate with grassroots trade unions at enterprises, management boards of industrial and export processing zones, and employers to communicate and dialogue with workers and employers in the area in flexible and appropriate forms such as media conferences, seminars, and dialogues; visual propaganda on bulletin boards; broadcasting video clips on electronic boards; broadcasting information on loudspeakers, etc. in industrial parks.

+ For groups of workers who have lost their jobs: through the channels of the Job Introduction Center of the Department of Labor, War Invalids and Social Affairs, the "Single-Window" department of the Social Insurance agency, open letters, social networks (Facebook, Zalo, etc.) to enhance communication about the rights and benefits of household health insurance and voluntary social insurance policies to encourage employees to continue participating or reserve the payment period to ensure long-term social security.

+ For groups of participants who are due to pay voluntary social insurance and household health insurance: Coordinate with the collection service organization staff and communications collaborators to review groups of participants whose payments are due to have a plan to access, communicate, and mobilize to maintain the number of people who renew their participation in voluntary social insurance and household health insurance in a timely manner.

+ With potential groups of people to communicate and mobilize participation in voluntary social insurance and household health insurance: Review and make a list of people with economic conditions and the ability to participate according to commune-level areas; Choose appropriate access and communication times; Coordinate with staff of the collection service organization to access, communicate, and advise on benefits, payment rates, and payment methods appropriate to economic circumstances.

- Select practical content to deploy peak communication campaigns based on topics and campaigns suitable to local characteristics, focusing on communication content such as: examples of real people participating in and benefiting from policies; efforts, determination, urgent solutions, initiatives, experience, good practices, and results of implementing assigned tasks and targets; outstanding achievements in 2023 of the Vietnam Social Insurance Industry, Provincial Social Insurance, and other contents if Provincial Social Insurance deems necessary.

- Provincial Social Insurance carefully reviews and evaluates the effectiveness of communication forms being deployed locally; on that basis, choose an effective form of communication suitable to the population characteristics, income, and occupations of each subject group to focus on focused implementation, avoid spreading out, and ensure efficiency and savings. Provincial Social Insurance researches appropriate models to apply and deploy effectively locally (a document summarizing the communication and advocacy models of the Vietnam Social Insurance industry will be sent by the Communications Center via email to the Provincial Social Insurance and the Zalo group "Communication Operations Group").

- Coordinate with party committees and authorities, especially party committees and grassroots authorities (district and commune levels), to reach people and strengthen communication on voluntary social insurance and household health insurance policies through the establishment of direct communication groups in the form of small groups, 1-1 direct consultation, and media conferences integrated into the activities of Party Cells, Neighborhood Groups, associations - unions.

- Select individuals, units, and businesses that well implement social insurance and health insurance policies, good and creative communication, and participant mobilization models to praise, reward, and post news, articles, reports, etc. widely on the mass media, electronic information portals, and social networking sites of the provincial social insurance to create a spread.

- Implement activities to call and mobilize units and individuals to do volunteer work to donate social insurance books and health insurance cards to people in difficult circumstances.

- Social insurance sends the provincial social insurance a list of communication products for units to refer to and use (details in Appendix IV); at the same time, request that the Provincial Social Security provide information to the Communications Center to organize communication on the Industry's media channels and through the media channels of central news and press agencies.

(4) Based on the development of the province's social insurance and health insurance policy communication plan for the last months of 2023, the provincial social insurance agency is responsible for allocating, regulating, and allocating funds to deploy appropriate communication activities, ensuring effectiveness in local practical situations.

(5) The Provincial Social Insurance proactively grasps the practical situation of implementing communication activities, grasps public opinion information around issues related to the activities of the Vietnam Social Insurance industry, and synthesizes and analyzes to promptly report to Vietnam Social Security or proactively manage and orient communication work according to responsibilities, tasks, and scope of management.
