On April 01, 2019, the Ministry of Agriculture and Rural Development promulgated Circular 04/2019/TT-BNNPTNT amending and supplementing Circular 05/2017/TT-BNNPTNT guiding some contents on the implementation of the National Target Program on New Rural Development for the period 2016-2020.

In the task of completing projects to ensure the provision of drinking water for the people, Circular 04/2019/TT-BNNPTNT has amended some contents as follows:

- Promoting the investment in constructing new and repairing, upgrading, and expanding existing rural water supply works in mountainous areas, remote areas, and areas inhabited by ethnic minorities,… as stipulated in Decision 1980/QD-TTg.- Prioritizing investment in expanding water supply from urban water supply works and existing water supply works that can be expanded; for areas where there are no conditions to invest in centralized water supply works, supporting and guiding people to treat drinking water from decentralized household water supply works, especially for poor households, near-poor households, and policy families.
