Behavior of exploiting aquatic resources in prohibited areas or temporarily prohibited areas that does not yet qualify for criminal prosecution shall be sanctioned as follows:

- A fine of 10,000,000 VND to 15,000,000 VND for fishing vessels with a maximum length of less than 12 meters used to exploit aquatic resources or exploiting aquatic resources without using a fishing vessel;- A fine of 20,000,000 VND to 30,000,000 VND for the act of using fishing vessels with a maximum length from 12 meters to less than 15 meters to exploit aquatic resources;- A fine of 30,000,000 VND to 40,000,000 VND for the act of using fishing vessels with a maximum length from 15 meters to less than 24 meters to exploit aquatic resources;- A fine of 40,000,000 VND to 50,000,000 VND for the act of using fishing vessels with a maximum length from 24 meters or more to exploit aquatic resources.
