On December 20, 2008, the People's Council of Nghe An Province issued Resolution 244/2008/NQ-HDND approving the master plan for socio-economic development of the coastal and marine areas of Nghe An Province until 2020.

Resolution 244/2008/NQ-HDND provides a development orientation for the Nghe An fisheries sector until 2020 as follows:
- Accelerate the program of offshore cage fish farming on a large scale in the designated areas; strive to increase by 50-80 cages annually with special fish species (grouper, cobia, barramundi, etc.).- Gradually develop tidal flat aquaculture areas along the coast to cultivate suitable and high-economic-value species such as clams, oysters, mussels, etc.- Develop sustainable brackish water aquaculture by investing in intensive farming for the first crop, diversifying and integrating crops for the second crop, gradually constructing clean and safe farming areas within concentration zones. Strive to stabilize the area of brackish water aquaculture at 3,500-3,700 ha by 2020, including intensive and semi-intensive shrimp farming over 1,800 to 2,000 ha.- Focus on building and rapidly replicating effective and sustainable aquaculture models.- Plan, invest in-depth, build new and expand concentrated breeding production facilities to proactively meet breeding needs for production.
- Rapidly increase the number of large-capacity fishing vessels (>90 HP) to engage in exploitation in common fishing areas - the Gulf of Tonkin; strive to have over 800 vessels by 2010 and over 1,500 vessels with >90 HP by 2020. Enhance technology renewal, fishing ground forecasting to achieve sustainable exploitation. Focus on reorganizing exploitation occupations, importing new fishing methods.- Strengthen infrastructure, fishery logistics services, service fleets, and product purchasing teams to increase the number of fishing days, ensuring safety for offshore fishing activities. Invite investment to build large-capacity boat construction and repair facilities to meet the demands of offshore fishing.- Focus on exploiting high-economic-value marine products. Gradually plan ecological conservation areas, fishing prohibition zones, seasonal fishing, and plan for releasing breeds into the sea to regenerate fishery resources.
- Continue upgrading and investing in-depth in existing processing facilities, build new concentrated processing facilities using modern technology, apply modern management processes, improve quality, and diversify products. Gradually establish fishery processing centers.- Maximize the effectiveness of traditional fishery processing villages, promote the establishment of concentrated processing clusters.- Intensify trade promotion to expand export markets, with a focus on the domestic market.
