Encouraging the Provision of Email Accounts for High School Students

This is a notable content in Circular 53/2012/TT-BGDDT regulating the organization of activities, use of email and electronic information portals at the Department of Education and Training, Office of Education and Training, and preschools, general education institutions, and continuing education institutions, issued on December 20, 2012.

To be specific, in Article 6 of Circular 53/2012/TT-BGDDT the regulation stipulates that educational management agencies and educational institutions are responsible for providing free email accounts with a unique domain name for:

- Officials, teachers, and staff of educational management agencies and educational institutions;- Subordinate units, departments, and subject groups;- The Department of Information and Communications Technology, Ministry of Education and Training. This email account functions to forward departmental notifications when necessary.

Additionally, educational management agencies and educational institutions establish email accounts according to official titles.

Especially for high schools, it is encouraged to issue email accounts for students. An individual may manage multiple email accounts: personal email, email according to position, and email according to the unit name.

Furthermore, educational management agencies and educational institutions establish email groups corresponding to collectives or task groups so that when an email is sent to the group address, all members of the group will receive the email. Educational institutions are responsible for registering as members of the following email groups of the Ministry of Education and Training, Departments of Education and Training, and Divisions of Education and Training:

- Group of high schools;- Group of junior high schools;- Group of primary schools;- Group of kindergartens;- Group of continuing education centers, career guidance centers, vocational centers, and community learning centers.

Schools with multiple levels of education are responsible for registering as members of the groups corresponding to the levels of education managed by the school.
