On June 27, 2024, the Minister of Home Affairs (Hanoi, Vietnam) issued Circular 05/2024/TT-BNV stipulating the standards and conditions for promotion to Grade II and Grade I for administrative public employee, clerical public employee, archival public employee; salary classification for those recruited as public employee.

Criteria for promotion to grade II and I for administrative public employee in Vietnam from August 15, 2024

(1) Administrative public employees are considered for promotion to Grade II when meeting the following standards and conditions:

- Standards and conditions stipulated in Clause 1, Article 32 of Decree 115/2020/ND-CP (amended at Decree 85/2023/ND-CP);

- The job position plan of the public service provider is built and approved according to the law with the job position of the public employee considered for promotion;

- Authorized by the competent authority to take the promotion examination;

- Having held the position of specialist and equivalent for a full 9 years or more (excluding probationary and trial periods). In case of equivalent position to a specialist, the minimum duration of holding the specialist position must be 1 year (full 12 months) by the end of the application submission deadline for promotion consideration (if the time holding the specialist position is not continuous, it will be accumulative);

- During the time holding the position of specialist and equivalent, having confirmation from competent authorities in writing (enclosed with the dossier) for having one of the following scientific tasks:

  • Participating in the development of regulations, procedures, technical processes in the industry, sector, agency, unit where they work which has been issued and confirmed by the head of the agency or unit assigned to implement;

  • Participating in scientific and technological tasks from the grassroots level or higher that have been accepted and evaluated as meeting requirements;

  • Participating in the development of projects, legal documents that have been issued and confirmed by the head of the agency or unit assigned to implement;

- During the time holding the position of specialist and equivalent, they have one of the following achievements in work:

  • Achievements in performing professional duties awarded a certificate of merit by Ministries, departments, sectors, or provinces and higher levels;

  • At least 2 years of work evaluated and rated quality as excellently completing tasks.

(2) Administrative public employees are considered for promotion to Grade I when meeting the following standards and conditions:

- Standards and conditions stipulated in Clause 1, Article 32 of Decree 115/2020/ND-CP (amended at Decree 85/2023/ND-CP);

- The job position plan of the public service provider is built and approved according to the law with the job position of the public employee considered for promotion;

- Authorized by the competent authority to take the promotion examination;

- Having held the position of senior specialist and equivalent for a full 6 years or more. In case of equivalent position to a senior specialist, the minimum duration of holding the senior specialist position must be 1 year (full 12 months) by the end of the application submission deadline for promotion consideration (if the time holding the senior specialist position is not continuous, it will be accumulative);

- During the time holding the position of senior specialist and equivalent and are confirmed by competent authorities in writing (enclosed with the dossier) for one of the following scientific tasks:

  • Leading the development of regulations, procedures, technical processes in the industry, sector, agency, unit where they work which has been issued and confirmed by the head of the agency or unit assigned to implement;

  • Leading scientific and technological tasks from the grassroots level or higher that have been accepted and evaluated as meeting requirements;

  • Participating in the development of projects, legal documents that have been issued and confirmed by the head of the agency or unit assigned to implement;

- During the time holding the position of senior specialist and equivalent, they have one of the following achievements:

  • Achievements in performing professional duties awarded a certificate of merit by the Prime Minister or achieving the title of emulation soldier of Ministries, departments, sectors, or provinces and higher levels;

  • At least 3 years of work evaluated and rated quality as excellently completing tasks.
