On July 1, 2024, the Minister of Transport issued Decision 814/QD-BGTVT on the charges of maritime pilotage services at Vietnamese seaports.

(1) Calculated by unit price: The maximum price for a maritime pilotage service per ship guidance trip is determined by the product of the Maximum charge specified in Sections 1, 2, 3, 4, 5, and 7 in (1) and (2) with the guided distance and the total gross tonnage of the ship. Specifically, for Section 6 in (1), it’s calculated by multiplying the Maximum charge in Section 6 in (1) by the total gross tonnage of the ship.

(2) For cases using maritime pilotage services other than those specified in (1), the pilotage fee is calculated as follows:

(3) For cases using maritime pilotage services specified in (2), ships with a tonnage of 80,000 GT or more (not applicable to passenger ships and liquid cargo ships), engaged in export, import, or transshipment, the pilotage fee is calculated as follows:

For tonnage over 80,000 GT up to 120,000 GT, the maximum pilotage fee is 50% of the rate specified in (2);
For tonnage over 120,000 GT up to 160,000 GT, the maximum pilotage fee is 40% of the rate specified in (2);
For tonnage over 160,000 GT, the maximum pilotage fee is 30% of the rate specified in (2).

(4) Calculated by trip: The maximum price of maritime pilotage services for international maritime pilotage calculated by trip.

The maximum price of maritime pilotage services per trip as specified in Sections 1, 2, 3, and 7 in (1) and (2) is 300 USD/trip;
The maximum price of maritime pilotage services per trip as specified in Sections 4 and 5 in (1) is 200 USD/trip;
The maximum price of maritime pilotage services per trip as specified in Section 6 in (1) is 100 USD/trip;
The maximum price of maritime pilotage services per trip for ships with a total tonnage under 200 GT (including fishing vessels) is 40 USD/trip;

(5) In cases where the maximum price of maritime pilotage services calculated by unit price as specified in (1), (2), (3) is lower than the maximum price per trip specified in (4), the maximum price of maritime pilotage services shall be calculated according to the provisions in (4).
