Regulations on certification of floating production storage unit in Vietnam according to QCVN 70:2024/BGTVT

Specifically, in Section 1, Part III of the QCVN 70:2024/BGTVT, the National technical regulation for classification and technical supervision of floating production storage unit units in Vietnam issued with Circular 23/2024/TT-BGTVT states that all floating production storage units within the scope of QCVN 70:2024/BGTVT must be inspected and certified according to the following corresponding regulations:

- Design Approval Certificate

Floating production storage units are granted Design Approval Certificates in accordance with the procedures specified in Article 5 of Circular 33/2011/TT-BGTVT.

- Classification Certificate

• Floating production storage units are granted classification certificates according to the procedures specified in Article 6 of Circular 33/2011/TT-BGTVT.

• The Classification Certificate is valid for a period not exceeding 5 years from the date of completion of the classification inspection or periodic inspection. The Classification Certificate is validated during annual inspections, intermediate inspections, slipway inspections, or their equivalents, and irregular inspections.

- International Convention Certificates

• Floating production storage units must comply with the regulations on inspection, issuance, and maintenance of certificates as per the international conventions to which Vietnam is a party, including: International Convention on Tonnage Measurement of Ships 1969 (TONNAGE 69); International Convention on Load Lines 1966 (LOADLINE 66); International Convention for the Prevention of Pollution from Ships (MARPOL 73/78); Code for the Construction and Equipment of Mobile Offshore Drilling Units (MODU Code); International Convention on the Control of Harmful Anti-Fouling Systems on Ships (AFS); International Code for the Construction and Equipment of Ships Carrying Dangerous Chemicals in Bulk (IBC, applicable to floating production storage units containing liquefied gases as per IGC Code); International Code for the Construction and Equipment of Ships Carrying Liquefied Gases in Bulk (IGC, applicable to floating production storage units containing liquefied gases as per IGC Code).

• Floating production storage units are granted the international convention certificates according to the procedures specified in Article 6 of Circular 33/2011/TT-BGTVT.
