Discarding Animals That Died from Disease into the Environment: Fine of VND 6,000,000

This is one of the violations subject to penalties as stipulated in Decree 90/2017/ND-CP on administrative penalties in the field of veterinary medicine.

The acts violating general regulations on animal disease prevention shall be sanctioned as follows:

1. A warning or a fine ranging from 200,000 to 300,000 VND for the act of not complying with sampling for testing and diagnosing animal diseases as requested by the competent authority.

2. A fine ranging from 500,000 to 1,000,000 VND for any of the following acts:

- Using veterinary drugs not in accordance with the instructions of the manufacturer or the regulatory authority specializing in veterinary medicine.- Failing to report to the commune People's Committee or the regulatory authority specializing in veterinary medicine or the commune veterinary staff upon detecting that veterinary drugs are harmful to animals, the environment, and humans.

3. A fine ranging from 1,000,000 to 2,000,000 VND for the act of concealing, not reporting, or reporting not promptly to the commune People's Committee or the nearest regulatory authority specializing in veterinary medicine, or the commune veterinary staff upon discovering and knowing that animals have diseases, show signs of disease, or die due to infectious diseases.

4. A fine ranging from 3,000,000 to 4,000,000 VND for the act of not reporting to the regulatory authority specializing in veterinary medicine the test results indicating that animals carry pathogens listed in the Disease Declaration List and the List of Zoonotic Diseases.

5. A fine ranging from 4,000,000 to 5,000,000 VND for the act of buying, altering, or forging Certificates of Disease-Free Animal Premises.

6. A fine ranging from 5,000,000 to 6,000,000 VND for any of the following acts:

- Transporting or disposing of diseased, dead livestock, poultry, and their products into the environment.- Trading of diseased breeding animals.

7. A fine ranging from 6,000,000 to 8,000,000 VND for any of the following acts in animal disease prevention:

- Using veterinary drugs not listed in the authorized inventory of veterinary drugs permitted for circulation in Vietnam or not approved by the competent authority.- Using veterinary drugs of unknown origin, expired drugs.- Using raw materials of veterinary drugs.- Using raw materials of medical drugs or medical drugs.

8. A fine ranging from 8,000,000 to 10,000,000 VND for the act of using veterinary drugs in the list of veterinary drugs banned from use in Vietnam to prevent diseases in animals.
