Director, Deputy Director of the Department of Science and Technology must Innovate in Science and Technology Management

Circular 06/2015/TT-BKHCN stipulates that Directors and Deputy Directors of the Department of Science and Technology must have the following standards of competence and understanding:

Competence

- Possess leadership and management capabilities in implementing the policies and guidelines of the Communist Party, and the laws of the State concerning science and technology, and in developing the scientific and technological potential within the province.

- Have a vision and innovative thinking in managing science and technology; possess forecasting capabilities and orientation in scientific and technological development within the province; have the ability to organize research and lead scientific and technological projects and tasks; propose and organize the implementation of solutions and management methods for science and technology, serving the state management activities of the provincial People's Committee.

- Have the ability to organize, direct, unite and assemble officials, public employees, and workers at the workplace, and cooperate with relevant agencies, organizations, and individuals to successfully accomplish assigned tasks.

Directors and Deputy Directors of the Department of Science and Technology must have innovative thinking in managing science and technology (Illustrative image).

Understanding

- Thoroughly grasp and understand the policies and guidelines of the Communist Party, and the laws of the State in the field of science and technology; comprehend the development orientations, strategies, planning, and plans for national scientific and technological development and those within directly governed provinces and cities.

- Thoroughly understand the legal documents in the field of science and technology and the documents issued by the provincial People's Committee.

- Have a profound understanding of management practices in the field of science and technology.

- Grasp the political, economic, cultural, social, environmental, and national defense and security situations of the locality, the nation, and countries in the region and the world.
