Recently, the Government of Vietnam has signed and promulgated Decree 18/2013/ND-CP stipulating the standards of logistical material for officers, non-commissioned officers, and soldiers serving in the People's Public Security force.
Decree 18/2013/ND-CP stipulates the electricity usage norms within the People's Public Security forces, including norms for electricity usage for living and working; electricity usage for command readiness for combat; electricity usage for storage operations; electricity usage for training; electricity usage for disease prevention, examination, and treatment; and electricity usage for other tasks.

However, for units stationed in areas not yet connected to the national power grid, they are equipped with generator systems with capacities that meet operational, combat, lighting requirements and match the personnel numbers of each unit. The minimum generator operation time is 6 hours/day. For technical professional units, prisons, and detention centers, the generator operation time is ensured to be 24 hours/day.
The norms for electricity usage are specified by the Minister of Public Security as follows:
- Electricity usage for the export, import, storage, maintenance, repair, sealing of weapons, support tools, professional equipment, vehicles, and vehicle spare parts at stations, workshops, warehouses, technical areas.- Electricity usage norms for each specific unit are outlined in section V of Appendix VIII "Electricity Usage Norms" issued with Decree 18.- Equipping generator systems for units stationed in areas not connected to the national power grid.
